Council Members comments included that in updating the document each <br />comment made from the public process has been incorporated and that numerous <br />examples of communication outreach occurred. While successes have been <br />ongoing the need is clear that constant monitoring and improvement is necessary. <br />The point was made that in a drought Redwood City has been able to purchase as <br />much water as needed and has done better than others on the Peninsula or the <br />Bay Area in having planned for the future. The statement should be clear that the <br />community is assured that this is the safe, prudent, reliable and fiscally <br />responsible way of proceeding. Clarification was made that the executive <br />summary does go to the State. <br />Mayor Pierce opened the public hearing. <br />Gail Rabbe commended staff and Council on the public workshops and <br />stated that her comments had been incorporated. Her comments at this <br />time pertained to the plan going forward. Ms. Rabbe stated her first point is <br />that the discussion on the City's need for a buffer to help weather the <br />multiple year drought scenario should continue. Her second point was that it <br />is critical that the plan be effectively woven into the upcoming discussions <br />about the General Plan. She stated her last and most important point is that <br />the plan should not be put on the shelf as it contains numerous <br />assumptions, targets and projections on three key factors that will impact <br />the future water reliability. These include passive and active conservation <br />measures, recycled water projects and future development. She stated that <br />the Council should establish a formal periodic review process. <br />Ira /Aguirre to close the public hearing. The motion passed by a <br />unanimous voice vote. <br />Recommendation: <br />M/S Hartnett/ira to by resolution, adopt the City of Redwood City Urban <br />Water Management Plan 2005, (UWMP) incorporating all changes <br />described in the attached "Recommended Changes to Draft UWMP ", and <br />direct staff to compile and submit the final UWMP document to the State of <br />California Department of Water Resources within 30 days.
