7. STAFF REPORTS <br />A. Water Financing Plan — 2005 Update <br />PWS Director Ingram gave the update and asked for any questions. <br />There was no public comment. <br />Recommendation: <br />M/S Howard /Bain to: <br />1. Receive the Draft Redwood City Water Financing Plan — 2005 Update, <br />prepared by Bartle Wells Associates, Independent Public Finance Advisors for the <br />purpose of financing the Recycled Water Project — Alternative `TF', as <br />recommended by the Community Task Force on Recycled Water; <br />2. Set January 9, 2006 as an opportunity for public comment to the City Council <br />on the Draft Plan; <br />3. Set January 23, 2006 as the date on which the City Council will hear further <br />public comments and consider approval of the 2005 Update of the Water <br />Financing Plan. <br />The motion passed by a unanimous voice vote. (802) MINUTE ORDER 05 -251 <br />B. Consideration of First Amended and restated Joint Exercise of Powers <br />Agreement of the South Bayside Waste Management Authority ( "SBWMA ") <br />Finance Director and Director of Financial Planning Ponty explained the topic and <br />gave the background on the SBWMA. He further stated that there is not a specific <br />staff recommendation as the question remains as to who should sit on the <br />SBWMA board and should be responded to by the City Council. He further <br />explained the amendments. <br />Council stated that the recommended amendments make sense, that the staff <br />members should be the representatives on the board and a full time executive <br />director should be appointed. Questions were asked about compensation for the <br />Executive Director and projected administrative costs.
