Youth Leadership (Middle Schools only) <br /> <br />Redwood City 2020 plays a critical role for the City of Redwood City by bringing in <br />resources and providing a stable management structure for the City of Redwood City to <br />engage on children and families issues. <br /> <br />Redwood City 2020 has a small strategic staff that subcontracts the work to other <br />providers (normally non-profits) that are best equipped to deliver the services, and <br />provide appropriate professional development and human resources. <br /> <br />Redwood City 2020 will continue to play an oversight and management role for the <br />contract before you, Differential Response. <br /> <br />When the State of California began a Child Protective Services reform effort, the <br />County of San Mateo was selected as a pilot site. A critical piece of the reform, (also <br />known as Child Welfare Redesign,) is the provision of services to families referred to <br />Child Protective Services, but which are not found to involve any substantiated abuse <br />(non-substantiated cases). This service component of the reform is called Differential <br />Response. <br /> <br />Nationally and locally, approximately 90% of the calls to Child Protective Services are <br />non-substantiated cases. Traditionally, these cases do not receive any services, yet a <br />majority of these non-substantiated cases are re-referred to the Child Protective <br />Services and usually become substantiated cases. <br /> <br />Given the number of re-referrals, Differential Response hopes to provide these families <br />with prevention and early intervention services in order to prevent them from escalating <br />to the point where they enter the child welfare system, and reduce the overall number of <br />child welfare cases. <br /> <br />Redwood City has the second highest number of child abuse referrals and <br />substantiated child maltreatment cases in the County (East Palo Alto has the highest). <br />The zip code 94063 (which includes North Fair Oaks) has the largest percentage of <br />cases in Redwood City - representing 50% of Redwood City's cases. <br />
