ATTACHMENT K <br />CONTRACTOR'S COMPENSATION AND RATE SETTING PROCESS <br />a report of the independent Certified Public Accountant stating that it has conducted a <br />review of the statements in accordance with Statements on Standards for Accounting and <br />Review Services issued by the American Institute of Certified Public Accountants and that <br />contains the elements described in AICPA Professional Standards, section AR 100. <br />C. Preparation of Manaeement Representation Letter <br />The Application shall include a management representation letter signed by the President of <br />Contractor, which states that: <br />Management accepts responsibility for the accuracy and completeness of the <br />Application; <br />The Application is based on the Contractor's Compensation adjustment procedures <br />described in Article 11, this Attachment K (including Tables 1 and 2), and on the forms <br />approved by the SBWMA; and, <br />All significant information and supporting documents relevant to the Contractor's <br />Compensation adjustment process are available for review by SBWMA. <br />D. Calculation of Contractor's Comoensation for the Comin¢ Rate Year <br />The Application shall include a calculation of Contractor's Compensation for the coming <br />Rate Year (i) in total for the SBWMA Service Area, (ii) in total for each Member Agency, and <br />by Service Sector and Lines of Business specified in Section 4 for each Member Agency. The <br />calculations shall show the adjustments to each cost line item and shall be performed in <br />accordance with the methodology described in Section 4 of this Attachment. <br />For the Application submitted in 2026 for Rate Year Seventeen (2027), Contractor shall <br />include detailed calculations of the vehicle depreciation and interest expense adjustments <br />to be effective for Rate Years Seventeen (2027) through Twenty -Five (2035) that reflect <br />changes for actual vehicle acquisition costs (which were acquired in accordance with the <br />equipment replacement schedule in Attachment N) compared to projected costs presented <br />in Attachment N. In addition to the detailed calculations, Contractor shall provide <br />supporting documentation such as, but not limited to: vehicle specifications, acquisition <br />costs for all vehicles, date vehicles were place into service, and interest rate. <br />E. Su000rting Documentation <br />Contractor shall make available to SBWMA and each Member Agency, upon request, <br />supporting documentation and summary reports for all calculations, assumptions, and data <br />used in the calculation of the Contractor's Compensation for the coming Rate Year. <br />Supporting documents and reports requested may include: <br />• General Ledger <br />• Revenue and Accounts Receivable Ledgers <br />• Collective Bargaining Agreements <br />• Solid Waste Transfer Tickets <br />• Weight tickets for all C&D Materials, Recyclable Materials, Inert Materials, and Organic <br />Materials <br />• Customer billing information and service levels <br />Collection services Franchise Agreement with Recology5an Mateo County <br />Model Agreement for Adaptation by Member Agencies <br />REV: 03-16-18 MI <br />ATTY/AGR.2018.054/Recology of San Mateo <br />Contractor's Compensa <br />
