1112 <br />abandoned waste event shall be scheduled and performed by Contractor on the <br />1113 <br />next available service day. This service shall require Contractor to Collect <br />1114 <br />abandoned or illegally dumped Solid Waste, Recyclable Materials, and Organic <br />1115 <br />Materials. This service does not include Collection of litter or litter abatement <br />1116 <br />activities. <br />1117 <br />Contractor shall notify the SBWMA and Agency when the daily average number of <br />1118 <br />events reaches twenty-five (25) events, where the daily average is calculated on a <br />1119 <br />weekly basis. When this threshold occurs, Parties shall meet and confer to agree on <br />1120 <br />a strategy for handling the volume of abandoned waste Collection events. <br />1121 <br />B. <br />Materials to be Collected. Contractor shall only be required to Collect abandoned <br />1122 <br />waste materials of the types that Contractor is required to Collect under the On -Call <br />1123 <br />Bulky Item Collection program, as specified in Section 5.O5.D. Abandoned waste <br />1124 <br />shall only be Collected by Contractor in public right of ways, and Contractor shall <br />1125 <br />not be responsible for any Collection of abandoned waste materials that are on <br />1126 <br />private properties or easements where ownership of properties are in question or <br />1127 <br />shared. <br />1128 <br />C. <br />Collection Protocols. For abandoned Recyclable Materials, Organic Materials, <br />1129 <br />and Solid Waste, Contractor shall dispatch its regular route drivers to provide <br />1130 <br />Collection service. For Bulky Items, Contractor shall dispatch a Collection vehicle <br />1131 <br />capable of Collecting the Bulky Items to provide the Collection service. For other <br />1132 <br />items including, but not limited to, Hazardous Waste, Household Hazardous Waste, <br />1133 <br />and Sharps, Contractor shall promptly notify Agency. <br />1134 <br />D. <br />Processing. All abandoned or illegally dumped materials Collected by Contractor <br />1135 <br />shall be transported to Shoreway Recycling and Disposal Center for processing, <br />1136 <br />with the exception of scrap metal, and all related diversion statistics shall be <br />1137 <br />included in the appropriate reports to the Agency for all materials Collected. <br />1138 <br />Contractor shall be allowed to transport scrap metal directly to a licensed scrap <br />1139 <br />metal recycler. Contractor shall, to the greatest extent possible, deliver all reusable <br />1140 <br />non-metal abandoned waste items to organizations such as Society of St. Vincent <br />1141 <br />de Paul and Goodwill Industries, or other organizations as directed by Agency. <br />1142 <br />E. <br />Agency -Specific Reporting. The Agency may request Contractor to interface with <br />1143 <br />an Agency -specific web -based application for reporting completion of abandoned <br />1144 <br />waste collections. In such case, Agency shall compensate Contractor on an annual <br />1145 <br />basis for this additional effort at a rate to be mutually agreed by Agency and <br />1146 <br />Contractor. <br />1147 5.10 COATS FOR KIDS PROGRAM <br />1148 If requested by Agency, Contractor shall implement a "Coats for Kids Program" annually <br />1149 at no additional cost to Customers and shall not bill Agency for such services. The <br />1150 program shall consist of Contractor's drivers Collecting coats from Customers on their <br />1151 route over a one (1) to two (2) week period during the fall, as well as from Collection <br />1152 Containers placed by Contractor in various public locations specified by Agency, such as <br />1153 libraries, City Hall, and businesses. The coats collected through this program will be <br />1154 sorted and laundered by Contractor, and arrangements made by Contractor for <br />1155 distribution to a local non-profit organization, such as the Family Services Agency. Prior <br />1156 to the implementation of the program, Contractor shall present a detailed program plan <br />1157 to Agency for review and approval.
