2338 C. New Customers and Change in Service Levels. Contractor shall deliver <br />2339 Containers and initiate Collection services for a new Customer within five (5) <br />2340 Business Days of the Customer's request for service. If an existing Customer <br />2341 requests a change in the number or size of their Solid Waste, Recyclable Materials, <br />2342 or Organic Materials Containers and/or frequency of Collection, the Contractor shall <br />2343 deliver additional Containers and/or remove Containers and shall initiate changes in <br />2344 the Collection services within five (5) Business Days of the Customer's request for a <br />2345 change in service. <br />2346 <br />D. Separate Collection of Materials and Allocation of Agency Materials. <br />2347 <br />Contractor shall separately Collect and segregate Solid Waste, Targeted <br />2348 <br />Recyclable Materials, and Organic Materials from each other and shall not <br />2349 <br />Commingle these materials at any time during the transportation or delivery of those <br />2350 <br />materials to the Designated Transfer and Processing Facility. Solid Waste, <br />2351 <br />Targeted Recyclable Materials, and Organic Materials Collected in the Agency, <br />2352 <br />which are combined with materials Collected from other SBWMA Member <br />2353 <br />Agencies, shall be allocated by Contractor to the Agency's Collection program <br />2354 <br />based on volume or Tonnage using a method approved by the Agency and <br />2355 <br />SBWMA. Contractor shall not Collect materials from within Agency in the same <br />2356 <br />Collection vehicles used to provide Collection service to non-SBWMA Member <br />2357 <br />Agencies, unless provided written approval by Agency. <br />2358 E. Setout Instructions to Customer. Contractor shall instruct Customers as to any <br />2359 preparation of Solid Waste, Targeted Recyclable Materials, or Organic Materials <br />2360 and the proper placement of Containers. If Customers are not adhering to <br />2361 Contractor's instructions, Contractor shall notify such Customers in writing. In <br />2362 cases of extreme or repeated failure to comply with the instructions, Contractor may <br />2363 decline to pick-up the Targeted Recyclable Materials or Organic Materials provided <br />2364 that Contractor leaves an adequate number of non -Collection notices on the <br />2365 Container, as determined by the Agency, indicating the reason for refusing to <br />2366 Collect the material. Such notices shall also identify the steps Generator must take <br />2367 to recommence Collection service. <br />2368 F. Non -Collection Notices. Contractor may choose not to Collect materials for the <br />2369 following reasons: (i) Source Separated or Targeted Recyclable Materials or <br />2370 Organic Materials do not comply with the allowable Contamination thresholds; (ii) <br />2371 materials contain Hazardous Waste; or (iii) the loaded weight of a Container <br />2372 exceeds the maximum load limit specified by the Cart manufacturer and specified in <br />2373 Attachment D. In such case, Contractor shall issue non -Collection notices stating <br />2374 the reason(s) the materials were not Collected. The non -Collection notice shall be <br />2375 affixed prominently onto the Cart to ensure that it is not inadvertently removed from <br />2376 Cart due to weather conditions. The non -Collection notices must be protected from <br />2377 rain, if precipitation is present or forecasted, by placing the notice in a clear plastic <br />2378 bag prior to affixing to Cart. <br />2379 Contractor shall document the use of non -Collection notices by recording the date <br />2380 and time of issuance, address of service recipient, reason(s) for issuance, name of <br />2381 employee who issued the notice, and truck and route numbers. The notice shall <br />2382 conform to the requirements specified in Section 6.03.A, be at least two inches by <br />2383 six inches (2" x 6") in size and shall be approved by the SBWMA. The non - <br />2384 Collection notices must identify the steps the Generator must take to recommence <br />2385 Collection service.
