2338 C. New Customers and Change in Service Levels. Contractor shall deliver 2339 Containers and initiate Collection services for a new Customer within five (5) 2340 Business Days of the Customer's request for service. If an existing Customer 2341 requests a change in the number or size of their Solid Waste, Recyclable Materials, 2342 or Organic Materials Containers and/or frequency of Collection, the Contractor shall 2343 deliver additional Containers and/or remove Containers and shall initiate changes in 2344 the Collection services within five (5) Business Days of the Customer's request for a 2345 change in service. 2346 D. Separate Collection of Materials and Allocation of Agency Materials. 2347 Contractor shall separately Collect and segregate Solid Waste, Targeted 2348 Recyclable Materials, and Organic Materials from each other and shall not 2349 Commingle these materials at any time during the transportation or delivery of those 2350 materials to the Designated Transfer and Processing Facility. Solid Waste, 2351 Targeted Recyclable Materials, and Organic Materials Collected in the Agency, 2352 which are combined with materials Collected from other SBWMA Member 2353 Agencies, shall be allocated by Contractor to the Agency's Collection program 2354 based on volume or Tonnage using a method approved by the Agency and 2355 SBWMA. Contractor shall not Collect materials from within Agency in the same 2356 Collection vehicles used to provide Collection service to non-SBWMA Member 2357 Agencies, unless provided written approval by Agency. 2358 E. Setout Instructions to Customer. Contractor shall instruct Customers as to any 2359 preparation of Solid Waste, Targeted Recyclable Materials, or Organic Materials 2360 and the proper placement of Containers. If Customers are not adhering to 2361 Contractor's instructions, Contractor shall notify such Customers in writing. In 2362 cases of extreme or repeated failure to comply with the instructions, Contractor may 2363 decline to pick-up the Targeted Recyclable Materials or Organic Materials provided 2364 that Contractor leaves an adequate number of non -Collection notices on the 2365 Container, as determined by the Agency, indicating the reason for refusing to 2366 Collect the material. Such notices shall also identify the steps Generator must take 2367 to recommence Collection service. 2368 F. Non -Collection Notices. Contractor may choose not to Collect materials for the 2369 following reasons: (i) Source Separated or Targeted Recyclable Materials or 2370 Organic Materials do not comply with the allowable Contamination thresholds; (ii) 2371 materials contain Hazardous Waste; or (iii) the loaded weight of a Container 2372 exceeds the maximum load limit specified by the Cart manufacturer and specified in 2373 Attachment D. In such case, Contractor shall issue non -Collection notices stating 2374 the reason(s) the materials were not Collected. The non -Collection notice shall be 2375 affixed prominently onto the Cart to ensure that it is not inadvertently removed from 2376 Cart due to weather conditions. The non -Collection notices must be protected from 2377 rain, if precipitation is present or forecasted, by placing the notice in a clear plastic 2378 bag prior to affixing to Cart. 2379 Contractor shall document the use of non -Collection notices by recording the date 2380 and time of issuance, address of service recipient, reason(s) for issuance, name of 2381 employee who issued the notice, and truck and route numbers. The notice shall 2382 conform to the requirements specified in Section 6.03.A, be at least two inches by 2383 six inches (2" x 6") in size and shall be approved by the SBWMA. The non - 2384 Collection notices must identify the steps the Generator must take to recommence 2385 Collection service.
