2614 1. General. Contractor shall maintain all of its properties, vehicles, facilities, and <br />2615 equipment used in providing service under this Agreement in a good, safe, <br />2616 neat, clean, and operable condition at all times. <br />2617 2. Cleaning. Vehicles used in the Collection of Solid Waste, Targeted Recyclable <br />2618 Materials, and Organic Materials shall be thoroughly washed, and thoroughly <br />2619 steam cleaned weekly so as to present a clean appearance. Agency may <br />2620 inspect vehicles at any time to determine compliance with this Agreement. <br />2621 Contractor shall also make vehicles available to the San Mateo County Health <br />2622 Department for inspection, at any frequency it requests. <br />2623 <br />3. Reoaintina or Refurbishing. Contractor shall repaint or refurbish to the <br />2624 <br />satisfaction of the Agency all vehicles used in the Collection of Solid Waste, <br />2625 <br />Targeted Recyclable Materials, and Organic Materials within thirty (30) <br />2626 <br />Business Days' notice from Agency, if Agency determines that their <br />2627 <br />appearance warrants painting. The cost for Agency -directed repainting shall be <br />2628 <br />incurred by Contractor. <br />2629 <br />4. Maintenance. Contractor shall inspect each vehicle daily to ensure that all <br />2630 <br />equipment is operating properly. Vehicles which are not operating properly <br />2631 <br />shall be removed from service until repaired and operating properly. <br />2632 <br />Contractor shall perform all scheduled maintenance functions in accordance <br />2633 <br />with the manufacturer's specifications and schedule or in accordance with <br />2634 <br />California Highway Patrol standards, whichever are more stringent. Contractor <br />2635 <br />shall keep accurate records of all vehicle maintenance, recorded according to <br />2636 <br />date and mileage and shall make such records available to Agency upon <br />2637 <br />request. Hydraulic oil, engine oil, and other spills from Collection vehicles in <br />2638 <br />the Service Area are a concern to the Agency. Contractor shall include as part <br />2639 <br />of maintenance activities a process for tracking the number and nature of <br />2640 <br />automotive spills (type of fluid, amount lost, failure point) and diagnosing the <br />2641 <br />cause of those spills. Based on the results of the process, Contractor shall <br />2642 <br />implement appropriate corrective actions to address issues that are <br />2643 <br />contributing factors to vehicle spills (e.g., revise specifications for specific part <br />2644 <br />failures, revise preventative maintenance schedule to address timing of <br />2645 <br />failures), so that each occurrence is controlled and minimized. <br />2646 5. Repair. Contractor shall repair, or arrange for the repair of, all of its vehicles <br />2647 and equipment for which repairs are needed because of accident, breakdown, <br />2648 hydraulic oil or engine oil leaks, or any other cause so as to maintain all <br />2649 equipment in a safe and operable condition. If an item of repair is covered by a <br />2650 warranty, Contractor shall obtain warranty performance. Contractor shall <br />2651 maintain accurate records of repair, which shall include the date and mileage, <br />2652 nature of repair and the verification by signature of a maintenance supervisor <br />2653 that the repair has been properly performed. <br />2654 6. Storage. Contractor shall arrange to store all vehicles and other equipment in <br />2655 safe and secure location(s) in accordance with all applicable zoning <br />2656 regulations. <br />2657 F. Operation. Vehicles shall be operated in compliance with federal, State, and local <br />2658 laws and regulations including, but not limited to, the California Vehicle Code, the <br />2659 regulations of the California Air Resources Board (CARB) Waste Collection Vehicle <br />2660 Regulations as established in the California Code of Regulations Title 13 Section <br />REV: 03-16-18 MI <br />Page 64 of 126 <br />ATTY/AGR.2018.054/Recology of San Mateo <br />
