was determined that the new classification be placed in the Service Employees
International Union Local 521 (SEIU) bargaining unit and salary be aligned to the Senior
Library Assistant classification ($5,351-$6,504/month). The City has reached tentative
agreement with SEIU on the job description and salary range for this new classification.

Police Evidence and Property Room Coordinator
The Police Evidence and Property Room Coordinator classification was originally
approved in February 2015, and a subsequent recruitment process culminated in the
hiring of the incumbent. In October 2015, a classification study was performed. The
study found that although there were additional duties to be included in the job
description, the position was appropriately classified. It was agreed that a re-evaluation
would be performed in approximately two years, as the classification was new and still
developing. In November 2017, a re-evaluation was performed. That study determined
that there had been no significant change in duties and that this position was still
appropriately classified; however, upon review of the specialty duties performed and the
certificates held to perform those duties, it was determined the job description would be
amended to add certifications as a requirement. It was determined that the classification
remain in the Service Employees International Union (SEIU) bargaining unit. In
considering regular and specialty duties performed, as well as magnitude of regular staff
supervised, it was determined to increase the salary range to 10% below the Records
Supervisor ($7,301-$8,874/month). The City has reached tentative agreement with
SEIU on the amended job description and salary range for this classification.

Principal Analyst – Finance
A classification study was performed on delegated on-going responsibilities for the
Management Analyst in the Finance Division. The study found that the level of
complexity and scope of responsibility performed was outside the scope of the
Management Analyst position, was more consistent with a principal-level analyst
classification, and the incumbent should be reclassified to Principal Analyst-Finance
with a new job description to be created. It was determined that this classification would
be placed in the Confidential unit and salary set to the median of the labor market
($10,218-$12,260/month).

Juvenile and Family Services Specialist
Due to structural and organizational changes in the Juvenile diversion program in the
Police Department, a classification study was performed on the Juvenile Specialist
classification. The study found that with expanded duties, the classification should be
more appropriately classified as a Juvenile and Family Services Specialist and the job
description should be amended to include the additional duties being performed on a
regular and on-going basis. It was determined that this amended classification remain in
the Redwood City Management Employees Association (RCMEA) unit, and salary set at
10% below the median of two external classifications found to have fairly similar duties,
with the exception of supervision of regular staff ($8,026-$9,633). The primary reason
for setting salary below the median is that both of the external classifications include full
supervisory responsibilities over several subordinate staff, in comparison to Redwood
City’s classification that does not have any staff supervisory duties. Due to the length of
6.3.D. - Page 3
