REV: 06-15-18 VR <br />Page 13 of 14 <br />Special Conditions <br />For purposes of this proposal, we have assumed terms and conditions per the PROFESSIONAL DESIGN SERVICES AGREEMENT BY AND BETWEEN THE CITY OF REDWOOD CITY, CALIFORNIA AND ELS ARCHITECTURE AND URBAN DESIGN dated November 9, 2017. Additionally, the following terms shall govern where they conflict with the aforementioned Agreement between the City of Redwood City and ELS Architecture and Urban Design: <br /> <br />1. The assumed construction budget, as of February 2018, is $50MM for the Veterans Memorial Building, East Parking Lot and Promenade per Exhibit E. This budget includes all scope in the ELS Schematic Design documents dated March 21, 2018. The budget does not include Traffic Calming Improvements as this scope is yet to be determined. <br />2. Design phases to occur June 1, 2018 – March 29, 2019 with construction to follow. <br />3. All utility (mechanical, electrical, plumbing) infrastructure currently existing at the Red Morton Park Site is assumed to be of adequate size and quantity. <br />4. ELS will draw and detail the project approved by owner at the Schematic Design and Design Development milestones. <br />5. ELS understands that the scope of work in this proposal will proceed parallel with Redwood City’s CEQA effort. The City is contracting with David J. Powers and Associates to complete all CEQA work. ELS will provide any documentation to the Owner’s consultant, created in connection with this scope of services, upon the Owner’s consultant request. <br />6. Permit, Bidding and Negotiations and Construction Administration Services are not included in this proposal. <br />7. Owner shall provide a geotechnical report and utility, property and topographic surveys of the project site, upon which ELS will rely. <br />8. All conditions, qualifications and exclusions referenced in the attached consultant proposals are made a part of this proposal. <br />9. Certain specialty engineering items that require structural calculations will be specified as a deferred approval procedure (contractor design-build). Examples could include fire protection systems (fire sprinklers), curtain wall and storefront window systems, exterior skin and special attachments, canopy shade structures, elevators, exterior louvers, and manufactured metal exit stairs. <br />10. Subconsultant attendance at meetings is included as described in the attached proposals. <br />11. No early construction or separate bid packages have been included. No bid alternates are included. <br />12. Services related to identification or removal of hazardous materials is excluded. <br />13. Hourly billing rates are subject to revision on January 1, 2019 in accordance with cost of living adjustments.
