Raycom shall provide a proof of return acknowledgement to the City at the time of delivery detailing what items are being returned and what is on the media that is delivered . Digitization Process for Low Quality Images Raycom procedures on managing media with low or high contrast exposure will be handled through a multi-stage process as described below. First Stage Process a Raycom will catalog all microfiche and aperture cards and organize by address and permit number and catalog all microfilm by individual case number (if available). Raycom will layout the scanning process for Brightness, Contrast, Sharpness and these settings will provide best possible output. Operator will note for aperture card with multiple images and variation in the image quality as it is being scanned . If any aperture card is identified with low quality and is logged for rescan. O These scanned images will be Q/C reviewed by an operator who will then re-scan the images that are illegible due to brightness or darkness. Second Stage Process O Raycom Q/C operator will re-process these images through a post-process improvement, with this method the operator can provide the best results for poor quality film images. O Since each image differ from image to image the Operator will make adjustment while reviewing the image page by page with our utility software. O Images will also be cropped and deskew during the verification process. O Raycom will process the PDF scanned images through a OCR text recognition and verify searchable text fields. O Any images which are unreadable and cannot be identified, Raycom will notify the City with this matter. Third and Final Stage O Raycom will organize the image files for deliverables and transfer them onto an encrypted hard drive from which the City can retrieve images quickly for review. Raycom shall provide a manifest log listing on indexes, image totals, notes on poor quality images, and other significant information . Timeline (All items will be processed concurrently.)
