SITE DESCRIPTION: The three parcels total approximately 70 acres. The site is <br />characterized by fiat land that was diked and altered over time to serve human uses. <br />There are bio-solids drying beds and service roads on the SBSA site, and existing <br />radio antennas and auxiliary equipment on the Susquehanna site. The Church is <br />currently remodeling the building on its property. <br /> <br />ADJACENT LAND USES: Immediately across the street is a two story office <br />building, and beyond the lagoon are single family residences. <br /> <br />SPECIAL STUDY AREA: No FLOOD HAZARD AREA: Zone "B" <br /> Subject to flooding 100 - 500 years <br /> <br />DEPARTMENTS COMMENTING: <br /> <br />PROJECT ANALYSIS: <br /> <br />BACKGROUND <br /> <br />SPECIFIC PLAN <br />On January 26, 2000, the Redwood City Zoning Administrator approved a <br />Conditional Use Permit for a Church ("Fully Alive Community Church") at 1406 <br />Radio Road. Redwood Shores Owners Association ("RSOA') subsequently <br />appealed the Conditional Use Permit to the City Council because it believed that <br />a Specific Plan should have been prepared prior to any City approvals for the <br />property. RSOA eventually withdrew the appeal when an agreement was <br />reached among the Church, South Bayside System Authority (SBSA), and <br />RSOA to prepare a Specific Plan~. <br /> <br /> The Redwood Shores Bayfront Specific Plan is a document that describes the <br /> future build-out of the area and describes some of the proposed land uses. <br /> (Copies of the Specific Plan were sent to you last year under separate cover). It <br /> includes text and diagrams which describe the proposed land use, circulation, <br /> overall design standards, roadway and infrastructure improvements, and <br /> implementation measures; Some of the highlights of the Redwood Shores <br /> Bayfront Specific Plan are: <br /> <br /> · A proposed maximum 16,000 sq. ft. worship center on the church site (Fully <br /> Alive Community Church) <br /> · Wetland restoration and enhancement (SBSA) <br /> · Pedestrian access trail (SBSNFully Alive Community Church) <br /> · Tree screen and Radio Road frontage improvements (SBSA) <br /> · Research facility (SBSA) <br /> · Bio-solids drying 'beds and up to three 100-ft. diameter tanks to store <br /> recycled water (SBSA) <br /> <br /> 1 According to the agreement the Conditional Use Permit is considered "temporary" until the <br /> Specific Plan is approved by the City. The Zoning Administrator will also have to approve a <br /> "permanent" use permit if and when the Specific Plan is approved. <br /> <br /> <br />
