The property owners and consultants prepared the Specific Plan under the <br /> guidance of an oversight committee. The committee consisted of representatives <br /> .of, the property owners, representatives of Redwood Shores Homeowners <br /> (RSHA) and Redwood Shores Owners Association (RSOA), and City staff. <br /> <br /> ENVIRONMENTAL IMPACT REPORT <br /> As required by the California Environmental Quality Act (CEQA), a planning <br /> consultant prepared a draft Environmental Impact Report for the Specific Plan. <br /> (Copies of the EIR were sent to the Planning Commission under separate cover <br /> last fall.) The EIR provides the Planning Commission with environmental <br /> information to help determine if the Commission should ultimately recommend <br /> .approval or denial of the Specific Plan to the City Council. The EIR discusses <br /> and reviews the various environmental impacts associated with the development <br /> of the area. <br /> <br /> The public review period for the EIR began on October 10, 2001, and was <br /> extended to January 18, 2002, in order to allow the Redwood Shores Community <br /> enough time to review the document. During that period there were several <br /> public hearings on the EIR (November 13, 2001 and January 15, 2002). <br /> <br /> The EIR concluded that all potentially significant impacts of the project can be <br /> mitigated to a less than significant level. Therefore, the Specific Plan would not <br /> result in any unavoidable significant impacts2. <br /> <br /> The EIR consultant has prepared "responses to comments" made during the <br /> public review period and has incorporated them into the EIR document. Those <br /> responses to comments plus the draft Environmental Impact Report make up the <br /> "Final EIR" for the project. <br /> <br /> The Planning Commission needs to "certify" the Final EIR before it can take any <br /> action on the Specific Plan. Certification means that the Planning Commission <br /> has made the following findings under CEQA: <br /> <br /> · The Final EIR has been completed in compliance with CEQ^ <br /> · The Final EIR was reviewed and considered by the decision-making body <br /> · The Final EIR represents the City's independent judgement and analysis <br /> <br /> USE PERMIT <br />Currently, the Church is operating under a "temporary" Use Permit granted on <br />June 1, 2000, per the agreement between the property owner and the Redwood <br />Shores Homeowners Association. This temporary Use Permit allowed the Church <br />to renovate its existing building and conduct Chumh services. The City must grant <br />a "permanent" Use Permit (running with the land) upon certification of the EIR and <br />approval of the Specific Plan. <br /> <br />The Zoning Administrator will make a final decision on the Use Permit following <br />the Commission's recommendation on the EIR and the City Council's final <br />adoption of the Specific Plan.
