?o. <br /> <br />Project Planner: Tom Passanisi; 780-7237; tpassanisi~,redwoodcity.orq <br /> <br />Mr. Passanisi said that the purpose of the meeting is to certify the final <br />Environmental Impact Report and make a recommendation of the Specific Plan <br />to the City Council. He said that the final Environmental Impact Report has been <br />completed in compliance with CEQA. The final EIP, for the Redwood Shores <br />Specific Plan must be certified first, before any action can take place on the <br />Specific Plan. The Planning Commission must take separate action on both the <br />EIR and the Specific Plan. <br /> <br />Mr. Passanisi said that a memo dated May 16, 2002 to the Commissioners is <br />recommending some minor modifications to the draft Specific Plan. Those <br />modifications deal with linkages to certain plan elements. He said that those <br />minor changes do not affect the impacts discussed in the EIR. <br /> <br />Mr. Passanisi said that the speakers should say whether they are speaking on <br />the EIR or the Specific Plan, or both. <br /> <br />Mr. Michael Gibson, one of the preparers of the Specific Plan showed a power <br />point presentation on the subject. <br /> <br />Commissioner Paulson asked Mr. Gibson if by delinking you could go ahead and <br />build a new service road without removing the old service road. <br /> <br />Mr, Gibson. said no. He said by removing the old service road we are required to <br />build a new service road. He said that there is not a proposal to change that. <br />What is being proposed is to remove the road in order to build the new water <br />tanks,, <br /> <br />Commissioner Piulle asked if the water tanks are buried in the ground or are <br />above ground. <br /> <br /> Mr. Gibson said that there is a maximum height above grade that is specified on <br /> the plans. He said that they might be partially buried. <br /> <br /> Commissioner McCoy asked about the implications of delinking. The plan says <br /> as a condition to build the tanks SBSA has to change the existing service road. <br /> <br /> He wanted to know what is the leverage on the SBSA to build the tanks now and <br /> worry about the road later. <br /> <br /> Mr. Gibson said that it also been a concerned of his. He said it's a very difficult <br /> logistical issue to be able to predict whether you can ever get to the end of that <br /> environmental process. <br /> <br /> Commissioner McCoy also shared Mr. Gibson concerns and wanted to know <br /> what's the benefits for SBSA. <br /> <br /> Don Warren, Representing South Bay System Authority, (SBSA) who is one of <br /> the major property owner's participants of the plan. Mr. Warren said that he has <br /> attended many of the SBSA Commission meetings where the future of this plan <br /> <br /> <br />
