has been a topic of discussion. He said that there is a very high interest on behalf
of the SBSA Commission in completing the plan because of the positive aspects
of this plan on the community and the relationship with the Redwood Shores
community.

He said the plan creates a significant positive public buffer with SBSA and the
community. He said that the completion of the wetland restoration, the removal
of the access current road and the implementation of the tree screen are very
high on the SBSA agenda. SBSA really wants this plan to be approved, and to
go forward with these improvements.

He said that the removal of the access road and getting permission to do it is tied
to completion of the whole restoration plan involving a lot of agencies. He said
that SBSA does require a new access read to be built if the current access road
is removed.

Public hearing open

Pat Dixon, Redwood Shores resident, said she did not find any discussion on the
impacts of carbon monoxide on the wildlife. She doesn't want to see private
streets as alternative parking facilities for the church. She is concerned about
where the tanks are going to be built. She said that traffic is a major issue. She
said a big concern is where everyone is going to park.

Don Warren, representing South Bay System Authority and Jim Bewley speaking
on both the EIR and the Specific Plan. He said that SBSA comments on the EIR
are contained in a letter, which was submitted to staff in late December. He said
that SBSA supports and recommends staff recommendation to the Planning
Commission including the changes to the linkage.

He said that SBSA would stand behind their commitment to provide secondary
backup parking for FACC, in the event that the proposed agreement does not
work with the Point Office Park. He said that there are appreximately 180 spaces
on the SBSA plant that can be made available to the church. SBSA thanked
everyone involved in the process.

Ryan Mikolasik, Representing Gossamer Cove Homeownere Association. He
opposes the whole project and disputes the findings in the EIR. He says the
project is an unfair burden to the homeowners by increasing traffic and the
parking solutions are only temporary. He is opposed to the project because the
current levees around the project are closed to the residents. He is concerned
that the wildlife will be impacted. He is opposed of the way the project is been
addressed.

Rich Hegeman, President Gossamer Hollow Association. He said that the issues
of traffic and parking are adequate addressed in the EIR and is he
recommending that the EIR be certified. He is recommending the approval of the
Specific Plan to the City Council.
