currently configured in the Disposition and Development Agreement (DDA) is <br /> subject to a proposed amendment, but that has not been detailed and received as <br /> yet. One of the key elements of the current status is the separating out of Block II <br /> (office building and parking garage) from Block I (retail/cinema project). The <br /> concept of discussion is separation of those two blocks and potentially placing <br /> parking underneath the retail/cinema project. Any amendment to the agreement <br /> would be approved by Council in the context of a specific amendment to the DDA <br /> and it is the understanding that there will be a proposal before the Council in the <br /> future. The parking information gathered consists of raw data with explanations <br /> using maps of downtown and overlays to go over the maps in order to understand <br /> current parking availability in publicly controlled spaces and to integrate into a <br /> formal report to Council that will be a part of the continuing public process. There <br /> will be a proposed addendum to the pre-existing certified EIR to account for a <br /> reconfiguration of the project and provide additional information to Council. <br /> <br /> 12. MATTERS OF COUNCIL INTEREST - <br /> <br /> 12. A. Legislation (information only) -This sub-section involves possible discussion <br /> of City Position on Proposed Legislation Described in the League of California Cities <br /> Priority Focus Bulletin No. 26-2002. Various- <br /> i) Water Transit Authority (WTA) Citizens Advisory Committee - Update; <br /> <br /> Council Member Howard stated that Senator Perata authored a bill that passed <br /> creating the Water Transit Authority to study the future of ferry service in the Bay <br /> Area. The Citizens Advisory Committee (CAC), which is a subcommittee of the <br /> WTA, is composed of elected officials from Port Sonoma down to Sunnyvale and <br /> Moffitt Field. In 2004, a toll increase will be on the ballot and that has been <br /> identified as a possible funding source for the future of ferry service. The WTA <br /> has proved to be a very viable option. At this time, the proposal is for a $1.00 <br /> increase to the toll on the seven (7) Bay Area bridges. This would generate $125M <br /> per year. Four of the seven counties will be going out with sales tax measures in <br /> 2004.
