6.3.13. - Page 4 <br />• Established guiding principles to help the City respond to new transportation <br />technologies (see page 103) <br />• Recommended updating the project priority list every 2-3 years to reflect new <br />projects and priorities <br />Transportation Demand Management <br />Along with the changes outlined above, an appendix (Appendix E: Transportation <br />Demand Management (TDM) Program) was added to the Plan which outlines the new <br />Transportation Demand Management program. Development of the TDM Program was <br />based on a best practices review, case studies of peer cities, and a series of <br />stakeholder meetings to ensure that the program addresses local needs and provides <br />appropriate solutions. <br />The TDM program includes the following key elements: <br />• TDM Program Goals - including goals for what percentage of people will drive, <br />take transit, walk, bike, etc. for project -generated trips, based on the <br />development size and location <br />• Participation Requirements — based on employee counts or the number of <br />residential units <br />• Compliance Process <br />• TDM Measures <br />• Monitoring and Enforcement <br />• Implementation <br />• Framework for establishing Transportation Management Association(s) and their <br />role <br />As with RWCmoves, creation of a TDM program requires additional, future Council <br />action. Adoption of an implementing ordinance would allow the City to require <br />development projects that meet specific thresholds to implement various TDM <br />measures to collectively reduce the number of vehicle trips on surrounding streets. <br />ALTERNATIVES <br />1. Modify the proposed Citywide Transportation Plan <br />2. Do not approve the proposed Citywide Transportation Plan <br />FISCAL IMPACT <br />No financial impact is expected from adoption of the Citywide Transportation Plan; <br />however, the City would initiate implementation programs, some of which may require <br />additional City funding.
