Develop and recommend Community Development Block Grant programs and <br />strategies. <br />8. Serve as the citizen participation vehicle for the Consolidated Plan federal grant <br />allocations and Human Services Financial Assistance funds to assure citizen <br />input in the determination of use of funds. <br />Based on this direction, the HHCC held a retreat in January 2018 and developed a draft <br />work plan ("Plan"). The goals identified in the Plan are consistent with the HHCC <br />Mission Statement which states their purpose is to advocate and monitor basic needs <br />and housing for the entire community, with a special focus on disadvantaged residents, <br />by providing leadership and solutions through partnerships with community <br />stakeholders and decision makers. <br />ANALYSIS <br />The HHCC Plan includes goals, projects and priorities that will span FY 2018/19 and FY <br />2019/20. The Plan contains five primary category goals: <br />• Consolidated Plan <br />• Housing Strategies to Increase Affordable Housing and Reduce Homelessness <br />and Displacement <br />• Human Services Allocation Fund <br />• Basic Human Needs <br />• HHCC Functioning <br />For each of the five category goals listed above the Plan identifies the following: <br />• Primary benefits, if completed <br />• Whether mandated by a Federal, State or local law or by City Council direction <br />• Whether a policy change is required by a City Council action <br />• Primary tasks associated with the goal or project <br />• Resources necessary to complete the goal or project (e.g. subcommittees, staff, <br />consultants) <br />• Timeline for completion <br />• Measurement of success or outcome <br />0 Urgency of goal or project (e.g. 1 or 2 years, long term) <br />
