Develop and recommend Community Development Block Grant programs and strategies. 8. Serve as the citizen participation vehicle for the Consolidated Plan federal grant allocations and Human Services Financial Assistance funds to assure citizen input in the determination of use of funds. Based on this direction, the HHCC held a retreat in January 2018 and developed a draft work plan ("Plan"). The goals identified in the Plan are consistent with the HHCC Mission Statement which states their purpose is to advocate and monitor basic needs and housing for the entire community, with a special focus on disadvantaged residents, by providing leadership and solutions through partnerships with community stakeholders and decision makers. ANALYSIS The HHCC Plan includes goals, projects and priorities that will span FY 2018/19 and FY 2019/20. The Plan contains five primary category goals: • Consolidated Plan • Housing Strategies to Increase Affordable Housing and Reduce Homelessness and Displacement • Human Services Allocation Fund • Basic Human Needs • HHCC Functioning For each of the five category goals listed above the Plan identifies the following: • Primary benefits, if completed • Whether mandated by a Federal, State or local law or by City Council direction • Whether a policy change is required by a City Council action • Primary tasks associated with the goal or project • Resources necessary to complete the goal or project (e.g. subcommittees, staff, consultants) • Timeline for completion • Measurement of success or outcome 0 Urgency of goal or project (e.g. 1 or 2 years, long term)
