7.A. - Page 3 <br />The Plan sets out the various programs and strategies that will be implemented to <br />achieve the goals. <br />Consolidated Plan <br />The HHCC will continue to implement the Citizen Participation Plan for the funding <br />allocation process for the development of the City's Annual Action Plans for the use of <br />federal Community Development Block Grant and Home Investment Partnership <br />Program funds. The HHCC will also continue the annual process for the allocation of <br />Human Services Financial Assistance funding recommendations. This is a primary <br />responsibility and a high priority of the committee. <br />Housing Strategies to Increase Affordable Housing and Reduce Homelessness <br />and Displacement <br />This category includes five specific goals. The first goal is for the HHCC to explore, <br />study and discuss innovative housing solutions that may result in a recommendation to <br />City Council. The second goal included the development of Affordable Housing Fund <br />Allocation Guidelines for use of Housing Impact Fees and recommendations for <br />Inclusionary Zoning requirements. This goal was recently completed and City Council <br />approved Allocation Guidelines and Inclusionary Zoning. The third goal is to develop <br />recommendations for policies and methods to produce more affordable housing and the <br />fourth goal is to prevent displacement and improve housing security strategies. The fifth <br />and final goal under this category is to further explore renter protections including <br />possible policy recommendations to stop displacement. The committee identified this as <br />a high priority goal. <br />Human Services Fund <br />The goal in this category is to assure the longevity of Human Services Financial <br />Assistance ("HSFA") funds through the development of an HSFA Endowment Fund and <br />the creation of a strategy for the growth of HFSA Endowment Fund. This goal has a two <br />year completion timeline. <br />Basic Human Needs <br />The goal under this category is to increase the HHCC's knowledge of the work of <br />agencies providing basic human needs services in Redwood City; and identify where <br />needs/gaps may exist. This goal has a one year and ongoing completion timeline. <br />HHCC Functioning <br />There are three goals identified under this category including increasing community <br />knowledge, involvement and participation with HHCC, exploring opportunities to partner <br />
