7.1 Section — Motions — the following item was removed from the Consent <br />Calendar for separate discussion and vote. <br />B. By motion, approve and authorize execution of an amendment to an existing <br />agreement with Wagstaff & Associates to prepare a Supplemental Environmental <br />Impact Report (SEIR) for Stanford Hospital & Clinics proposed Ambulatory Medical <br />Clinics Project located at 420, 430, 440, and 450 Broadway. <br />Mayor Pierce stated that there is community interest in ensuring that any of the <br />additional traffic or hazardous waste impacts would be addressed. A number of <br />petitions were submitted expressing interest in an open process and she stated <br />the importance of informing community members that in coordination with Stanford <br />there will be an in depth study of the environmental areas. The opportunity for <br />public comment on the EIR at the Planning Commission meeting is a scoping <br />session on January 17 at 7:00 p.m. in the City Council Chamber. <br />Recommendation: <br />M/S Foust/Howard that the City Council approve and authorize execution of the <br />amended agreement for environmental consulting services with Wagstaff & <br />Associates for the Stanford Medical Clinics Project SEIR. The motion passed by <br />a unanimous voice vote by those present with Council Member Ira absent. <br />(304) MINUTE ORDER 06 -11 <br />M/S Foust/Howard to adjourn the Redevelopment Agency meeting. The motion <br />passed by a unanimous voice vote by those present. <br />8. STAFF REPORTS <br />A. Water Financing Plan — 2005 Update <br />PWS Director Ingram followed -up on the December 9, 2005 meeting, providing an <br />opportunity to receive public comment and questions prior to the January 23, 2006 <br />meeting. He stated some revisions to the plan. <br />There was no public comment. <br />Council Members made various comments. <br />Recommendations: <br />M/S Aguirre /Howard to approve the following: <br />A.
