6.3.C. - Page 2 <br />in anticipation of being able to accommodate up to 19 liveaboard tenants. The Port <br />Commission has approved policies to allow liveaboards at the Marina and Port staff <br />obtained the necessary permits from the Bay Conservation and Development <br />Commission, which has jurisdiction over the Port. The Port is making these slips <br />available to Docktown residents and others who qualify per the Port's approved policies <br />and application process. <br />The repairs and upgrades the Port is undertaking are expected to cost the Port <br />approximately Eight Hundred Thousand Dollars ($800,000). By adopting the resolution, <br />the City agrees to contribute Fifty Percent (50%) of the total costs of those repairs and <br />upgrades, in the amount of Four Hundred Thousand Dollar ($400,000). If approved, the <br />City's contribution will be made by crediting the contribution against the Port's Fiscal <br />Year 2017-2018 subvention payment to the City, which is estimated to be Five Hundred <br />Fourteen Thousand Dollars ($514,000). <br />OPC Amendment No. 3 <br />The City has contracted with relocation experts OPC to meet with each tenant and sub- <br />tenant explain benefits provided under the Docktown Plan, help them apply for <br />relocation benefits and sell their property to the City if desired by the tenant. The City is <br />continuing to encourage individuals living at Docktown to complete relocation. <br />Amendment No. 3 to the City's contract with OPC in the amount of $25,000, for a total <br />contract amount of $421,156, will facilitate completion of the provision of those <br />relocation services. <br />ALTERNATIVES <br />The City Council could decline to fund infrastructure improvements at the Port that will <br />support liveaboard tenants who have relocated from Docktown Marina. <br />The City Council could direct staff to develop an alternative approach to providing <br />relocation services to the remaining Docktown tenants. <br />FISCAL IMPACT <br />The City Council approved a multi-year strategy to fund payment of relocation benefits <br />and activities associated with the Docktown Plan. The anticipated expenditures included <br />paying half of the cost of repairs and upgrades to the Municipal Marina facilities to be <br />undertaken by the Port of Redwood City. No additional budget allocation is required to <br />fund these improvements or the contract amendment with OPC. <br />
