6.3.C. - Page 3 <br />ENVIRONMENTAL REVIEW <br />Approval of Amendment No. 3 to the City's contract with OPC is not a project under <br />CEQA as defined in CEQA Guidelines, section 15378, because it has no potential for <br />resulting in either a direct or foreseeable physical change in the environment. As to <br />approval of the Joint Resolution, the Liveaboard Improvements are categorically exempt <br />under CEQA pursuant to CEQA Guidelines Section 15301 and 15303 because the <br />Liveaboard Improvements involve a minor change in use within the existing Municipal <br />Marina facility that will not impact the environment and is consistent with the current <br />Municipal Marina activities. <br />AARON AKNIN <br />ASSISTANT CITY MANAGER/COMMUNITY DEVELOPMENT DIRECTOR <br />MELISSA STEVENSON DIAZ <br />CITY MANAGER <br />ATTACHMENTS: <br />1.
