6.1.G. - Page 2 <br />The City also utilizes a Schlage Quad Primus Master Key System (Primus System) for <br />internal and external door locks. The Primus System controls the issuance of keys to <br />authorized individuals and tracks the installation of lock cylinders on individual doors. <br />PWS also oversees on-call specialized repair and installation of door locks and other <br />hardware, rekeying, key duplication (including for vehicles and equipment) and twenty- <br />four hour, three hundred sixty five days per year mobile locksmith services. <br />ANALYSIS <br />On May 25, 2018, PWS issued a Notice Inviting Bids (NIB) for Galaxy Access Control <br />System Management, Schlage Quad Primus Master Key System Management and on- <br />call lock, door hardware and locksmith services for the City of Redwood City. The NIB <br />was advertised in a local newspaper on May 25, 2018, was posted to the City's website <br />and was mailed to two Galaxy Control Systems authorized dealers within close <br />geographic proximity to City offices. <br />The NIB required bidders to represent their ability to: <br />General Provisions: <br />• Provide valid manufacturer's warranties for installed systems, equipment and <br />components; <br />• Employ and supervise technicians with the requisite skill and experience to <br />perform the work; <br />• Register as a Galaxy Access Control System Authorized Dealer and maintain this <br />registration throughout the term of an Agreement with the City; <br />• Hold a valid Alarm Company Operator License pursuant to Division 3. Chapter <br />11.6, Article 4. of the State of California Business and Professions Code and <br />maintain this license throughout the term of an Agreement with the City; <br />• Hold a valid Locksmith License pursuant to Division 3. Chapter 8.5, Article 4 of the <br />State of California Business and Professions Code and maintain this license <br />throughout the term of an Agreement with the City; <br />• Hold the following Contractor's licenses pursuant to Title 16, Division 8, Article 3 of <br />the California Code of Regulations and retain the licenses throughout the term of <br />an Agreement with the City: <br />o C-7 Low Voltage Systems Contractor <br />o C-28 Lock and Security Equipment Contractor <br />o C -61/D16 Hardware, Locks and Safes Contractor <br />
