Move the PD into an Per the CAPPO, "the placement of the procurement <br />Appropriate Department (division) should be operationally distinct from other <br />departments and divisions within the entity."69 <br />When subordinate to another department, procurement lacks <br />the authority and credibility to effectively regulate the <br />entity's procurement system and/or effectively negotiate <br />with vendors. <br />"In the Grand Jury's opinion, these bureaucratic layers <br />reduce the authority and effectiveness of the procurement <br />function."70 <br />The PD would be more appropriately located as a direct <br />report to the County Manager.71 <br />2. Hire Experienced Buyers Implementation of C -CPC requires the PD to be staffed with <br />buyers who have procurement management experience. <br />3. Develop and Insert <br />Piggyback Language into <br />County Contracts <br />4.
