Identify the Goods and <br />Services with the Highest <br />Potential Savings in <br />Conjunction with the <br />Cities. <br />The PD should create and distribute to city finance officers a <br />searchable register of open contracts, including: <br />the goods and services • the vendor <br />the terms and • other pertinent <br />conditions information <br />To focus the PD's efforts and secure the greatest savings for <br />the Cities and the County, the PD needs to identify the goods <br />and services with the highest potential savings. <br />To this end, the PD should survey the Cities to identify (a) <br />the most commonly purchased category and classes of goods <br />and services and (b) the goods and service with the highest <br />potential discounts. <br />6. Ensure County Volume discounts on goods and services are predominately <br />Purchasing Software earned through "steps" (e.g., the first 100 purchases are <br />Can Track Key discounted at 10 percent, purchases 101-200 are discounted <br />Indicators at 15 percent, and purchases 200+ are discounted at 20 <br />percent. <br />To achieve discounts, purchasing software must be able to <br />track key indicators. These indicators include: <br />• Purchases, by vendor • Purchases, by <br />Purchases, by category buyer <br />Purchases, by date • Vendor <br />Performance <br />The PD should ensure their current procurement system can <br />track these performance indicators. <br />7. Ensure County To effectively track purchases such that the County can <br />Purchasing Software accurately distribute rebates to the Cities, the PD must track <br />Can Accommodate City the number and variety of purchases by City. <br />Purchases <br />Operational costs can be minimized by allowing City <br />employees to place purchase orders to vendors through the <br />PD procurement system. <br />The PD should ensure their current procurement system can <br />accommodate this purchasing arrangement. <br />8.
