APPENDIX <br />SITE 02: LIBRARY CAMPUS/ ROSELLI PARK <br />It is recommended that the Library Lot A and Roselli Park portions <br />of Site 02 be advanced to Phase II of this project. Although 51 <br />parking stalls would be eliminated in order to convert Library Lot A <br />into a public park, the visibility of this lot, combined with the natural <br />contingency of users of the Library and the adjacency of the existing <br />Roselli Park, make this an ideal location for a successful public open <br />space. Roselli Park should be redesigned as a component of Phase II <br />to provide better connectivity to Library Plaza, to the proposed park at <br />Lot A, and to Middlefield Road to increase the safety and connectivity <br />of this space. <br />• Further parking analysis should be undertaken by the City during <br />the high-level programming and design of the parcel under Phase <br />II. It should be noted that a potential re -design of Roselli Park could <br />potentially lead to the restriping of the adjacent parking lot on the <br />library campus which may be able to accommodate more parking <br />stalls. <br />SITE 03: CITY HALL/ MAIN STREET <br />It is recommended that Site 03 be advanced to Phase II of this <br />project. This site has the potential to create a centrally -located public <br />space that connects the commercial components of downtown with <br />the civic uses at City Hall and the Library. The development of this <br />space as a park could influence the redevelopment of adjacent <br />properties to front onto the space, which would create a safe and <br />active location for users and neighbors. Given its size, surrounding <br />uses, and potential need to maintain some parking or vehicular <br />circulation here, the Phase II work on this site should consider <br />whether or not all orjust a portion of the site should be converted into <br />a park. <br />SITE 04: MARSHALL STREET GARAGE <br />• It is recommended that Site 04 not move on to Phase II of this project. <br />The redevelopment of the roof deck of the Marshall Street Garage <br />into an accessible public open space has many challenges given <br />its lack of visibility, the cost of the conversion, and the restrictions <br />for elimination of parking from this site. However, given its central <br />location and great views, this location could be considered in the <br />X FINDINGS AND RECOMMENDATIONS <br />future as a special event space, but would require a concessionaire <br />with a strong vision and backing to be successful. recreational space. <br />SITE 05: SPRING STREET <br />It is recommended that Site 05 not move on to Phase II of this project. <br />This site would only be a viable option for a park if the existing parklet, <br />Spring Street section, and adjacent right-of-way were built together <br />as public open space and in conjunction with (or contingent upon) <br />the redevelopment or repositioning of the adjacent Wells Fargo site. <br />Given that Site 05 is not adjacent to transit or a Core Street, adjacent <br />redevelopment would be necessary to activate and provide "eyes" <br />on the park. It also should be noted that the Downtown Precise Plan <br />also calls for the elimination of the existing parklet here in order to <br />restructure the streets and blocks in this section of the downtown. <br />SITE 06: BRADFORD STREET/ REDWOOD CREEK <br />It is recommended that Site 06 be advanced under a distinct but <br />parallel track to Phase II as currently defined. Site 06 should be <br />recognized as a unique opportunity to achieve different but related <br />objectives than those with which this project was undertaken. <br />Specifically, the Bradford Street/ Redwood Creek site holds the <br />potential to be a recreational corridor and key connection that <br />provides access from Downtown to the Bay Trail and to the existing <br />residential uses east of HWY 101. The site further presents an <br />opportunity for significant ecological restoration to this key amenity. <br />Also, because one segment of a trail along the north side of the <br />creek has already been built, and three more are proposed, there <br />could be less cost associated with at least the completion of this <br />site as a pedestrian/bike connector. Given these factors, the site <br />presents the possibility of partnering with various stakeholder groups <br />/ constituencies to assist with both the design and implementation of <br />potential improvements. <br />24 SEPTEMBER 2018 157 <br />
