6.B. - Page 115 of 366 <br />TENTATIVE AGREEMENT BETWEEN CITY OF REDWOOD CITY <br />AND REDWOOD CITY POLICE SUPERVISORS ASSOCIATION (RCPSA) <br />RE: 2018 SUCCESSOR MOU NEGOTIATIONS <br />7.10 Bilingual BayPremium <br />Employees who are routinely and consistently assigned to ' iesRgsjtions requiring <br />bilingual sidlscommunication in languages other than English are eligible, with <br />Department Head approval, to receive a two and one-half percent (2.5%) base pay <br />differential for the use of these skills in j ob duties arising during the normal course of work <br />as first responders. <br />Employees with advanced bilingual skills who are routinely and consistently assigned to <br />positions requiring communication in languages other than En lg ish are eligible, with <br />Department Head approval, to receive a five percent (5%) base pay differential for the use <br />of these advanced skills in job duties arising during the normal course of work. Advanced <br />bilingual skills, for purposes of the five percent (5%) pay differential, are defined as the <br />ability to translate and communicate beyond conversational speaking and/or basic writing <br />including the ability to translate Spanish well enough to conduct intense suspect and victim <br />interviews at a Ievel that will hold up in court. Employees that accept the five percent (5%) <br />pay would be required to agree, when called upon, to translate citywide and be a <br />spokesperson for the police department when communications between the Spanish press <br />and the police department are needed. <br />Eligibility for the first responder or advanced bilingual pay differential shall be determined <br />by the Personnel Officer on the basis of an oral proficiency test or an oral and written <br />proficiency test respectively. <br />To retain the two and one half percent (2.5%no or five percent (5%% differential, <br />employees will be required to pass the City's proficiency test every three (3) years. <br />Bilingual skills shall not be a condition of employment except for employees who are hired <br />specifically with that requirement. If an employee is hired under this provision, that <br />requirement shall be included in the initial appointment letter. <br />The City has the right to discontinue the bilingual differential at any time based on changes <br />to the business needs, provided that the City gives the exclusive representative ten (10) <br />days notice prior to such revocation, in order to allow the opportunity for the parties to <br />meet and confer. <br />7.11 Temporary Upgrade Pay <br />A Police Sergeant temporarily assigned to Police Lieutenant or a Police Lieutenant <br />temporarily assigned to Police Captain for forty (40) hours or more shall receive acting <br />assignment pay of five percent (5%) of regular (adjusted) pay for hours worked in that <br />assignment. After thirty (30) consecutive calendar days of temporary assignment, the <br />employee's paid time off shall be compensated at a pay rate that includes the five percent <br />(5%). <br />7.11.1 Temporary Duty Assignments <br />14 <br />W` <br />
