REV: 07-15-2021 VR <br />scope of work and budget will consist of explanation, elaboration, or clarification <br />of the data contained in the Draft EIR with a budgeted effort of up to 80 hours for <br />Consultant staff time to address up to 80 individual comments in this task. If the <br />level of effort is more than anticipated in this scope, Consultant will submit a <br />change order for City’s approval. <br />Consultant will identify questions germane to the City or the applicant’s team. We <br />assume that should questions or comment arise during the EIR process, related <br />to that information, that those same individuals or consultants will be available to <br />address any comments or concerns. <br />Mitigation Monitoring and Reporting Program <br />Consultant will prepare the MMRP required by Public Resources Code Section 21081.6, as <br />mandated by Assembly Bill 3180, for adoption at the time of the CEQA findings. Consultant will <br />prepare an Administrative Draft MMRP in accordance with the CEQA Guidelines and the City’s <br />CEQA implementing procedures. The Administrative Draft MMRP will be prepared concurrently <br />with preparation of the Public Draft EIR. The MMRP will be designed to ensure compliance with <br />mitigation measures required during Project implementation. <br />The MMRP will be designed to fit into the City’s existing entitlement and Project review process; <br />the City will provide the format. Consultant will coordinate with City staff to refine MMRP content <br />and format prior to preparing the Public Draft MMRP. The MMRP will include, but not be limited <br />to, the following <br />Mitigation measures. <br />Mitigation measures to be monitored with specific mitigation performance <br />standards. <br />Monitoring requirements. <br />Type of monitoring program or activity necessary to monitor each <br />specific mitigation measure, with monitoring time frame. <br />Person/agency responsible for implementing mitigation measures and/or <br />monitoring measures. <br />Assignment of roles and responsibility, with the general <br />qualifications that will be required of individuals or organizations <br />necessary to implement each specific mitigation or monitoring <br />activity. <br />Timing and/or frequency of monitoring measures. <br />Specific review or inspection schedule for each measure. <br />Person/agency responsible for ensuring compliance with mitigation <br />requirements and monitoring and reporting program. <br />After review and comment on the Administrative Draft MMRP, Consultant will revise the MMRP <br />in accordance with the comments provided. After public review and comment on the Draft EIR, <br />Consultant will revise the MMRP in accordance with the comments provided and will submit the <br />Final MMRP with the Final EIR. <br />ATTY/AGR.2021/Amend No. 1/Stantec Consulting Services, Inc.
