REV: 11-15-2022 JB <br />Remodel the construction health risk assessment (HRA). Due to the additional <br />emissions as well as the off-site location of the proposed pipeline, another HRA <br />would need to be prepared to accurately account for the risk posed to nearby <br />sensitive receptors. <br />The Air Quality and Greenhouse Gas sections of the CEQA document will be updated to <br />reflect the changes in methodology and results of the analysis. <br />Energy: Consultant will determine potential energy use of the Project and the potential <br />increases associated with the implementation of the Project, consistent with modeling <br />conducted for air quality and greenhouse gas emissions. The City’s General Plan and <br />Climate Action Plan will be important to inform the analysis of whether the Project results <br />in wasteful or inefficient use of energy. <br />Noise: Using the Applicant-provided and City updated Project Description dated <br />November 2, 2022 and transportation data, Consultant will develop a noise analysis that <br />will evaluate the Project’s impacts from noise. Major noise sources in the Project area <br />are related to roadways, such as Arguello Street and El Camino Real, Caltrain rail line, <br />existing single-family homes, existing commercial buildings, and activities associated <br />with these uses. Noise increases associated with traffic as well as construction, <br />stationary sources such as HVAC equipment, and general operational activities <br />associated with the Project, need to be evaluated. The noise section of this <br />environmental document will be developed using the following steps: <br />Consultant will use Figure PS-12 “2030 Projected Noise Contours” in the <br />Redwood City General Plan to determine the ambient noise levels experienced <br />at the Project site and at the surrounding sensitive receptors. Sensitive <br />receptors shall be identified through a review of aerial photography. <br />Using the General Plan future ambient noise levels, initial Project information, <br />and general site and exterior façade assumptions, establish initial <br />recommendations to mitigate exterior noise to meet the requirements of the <br />California Building Code for the multifamily housing building and the California <br />Green Buildings Standards Code (CalGreen) for the office space. <br />Using the Project specific traffic count data provided by the traffic assessment <br />provided by the applicant and general industry standard practice, determine <br />the potential effect the Project will have on local traffic counts and determine <br />the impact to the neighboring community. Data will be evaluated for anticipated <br />traffic noise during the construction of the Project and from operational traffic <br />noise after the Project is functional. (to be provided by the applicant) <br />Quantify the fixed-source operational noise generated by the Project to <br />determine potential noise impacts associated with the Project and will identify <br />potential measures to address these impacts in accordance with all Municipal <br />Code and General Plan requirements. Both fixed noise sources, such <br />mechanical equipment, and variable noise sources, such as playground activity, <br />will be considered in the analysis. <br />ATTY/AGR.2022 - Amend No. 2/Stantect Consulting Services, Inc.
