REV: 11-15-2022 JB <br />Consultant assumes all supplemental technical studies and assessments evaluating the <br />revised Project design provided by the Applicant will be sufficient for use in the CEQA <br />analysis. Consultant will prepare the Cultural Resources and Transportation sections of the <br />Draft EIR using the Applicant-provided technical studies and supplemental technical studies <br />and assessments. <br />New Task 12: Screencheck and Public Draft EIR <br />Consultant’s scope of work under Amendment No. 1 assumed Consultant would prepare <br />the Screencheck Draft EIR using a single set of reconciled comments on the <br />Administrative Draft EIR. At the request of the City, Consultant will prepare the <br />Screencheck Draft EIR and Public Draft EIR using up to two sets of consolidated, <br />reconciled comments on the revised Administrative Draft EIR (scope outlined above in <br />New Task 11). <br />Consultant will prepare a Screencheck Draft EIR for submittal to the City for review prior <br />to preparation of the Public Draft EIR. Stantec will then prepare the Draft EIR in a manner <br />that is ready to be published for public review. Once the Draft EIR is deemed acceptable <br />for public distribution, Consultant will upload the electronic copies to the State <br />Clearinghouse CEQA portal in coordination with the City. Consultant will provide an <br />electronic copy to the City for distribution and web posting. Hard copies would be <br />provided upon request, at additional fee of $500 per copy, not included in this scope. <br />Consultant assumes that the City and applicant will each provide up to one set of <br />consolidated, reconciled comments on the review of the revised Administrative Draft (per <br />New Task 11 above) and that the City and applicant will each provide up to one set of <br />consolidated, reconciled comments on the Screencheck Draft EIR <br />New Task 13: Findings of Fact <br />Under this task, Consultant will prepare written findings for each significant effect <br />identified in the EIR as a separate document, pursuant to CEQA Guidelines Section <br />15091. Consultant will prepare Findings of Fact on behalf of the City. As required by the <br />State CEQA Guidelines, one of three findings must be made for each significant effect, <br />which must be supported by substantial evidence in the record. After consultation with <br />City staff, Consultant will submit the final Findings to the City for adoption. <br />Original Task 2A: Technical Studies <br />Though authorized under Amendment No. 1, at the direction of the City, portions of Tasks <br />2A.1: Cultural Resources, and 2A.2: Transportation, were not completed by Consultant. <br />As directed by the City, these scopes were completed by the Applicant’s subconsultants <br />and the studies were provided to Consultant for use in the CEQA document. This <br />Amendment No. 2 modifies the Amendment No. 1 scope of work to eliminate Task 2A.1 <br />Cultural Resources, with the exception of the NAHC Sacred Lands file search, and Task <br />2A.2 Transportation in their entirety. <br />Native American Heritage Commission (NAHC) Sacred Lands File Search. <br />Consultant will request a sacred file search with the Native American Heritage <br />Commission (NAHC) in Sacramento and will prepare and submit letters to Native <br />ATTY/AGR.2022 - Amend No. 2/Stantect Consulting Services, Inc.
