7.B. - Page 17 of 18 <br />Plan EIR found that impacts related to electricity and natural gas, and transportation <br />energy use would be less than significant with implementation of General Plan policies and <br />programs. These include policies and programs to encourage energy efficiency and the <br />reduction in energy consumption in new construction. The project is a Zoning Amendment, <br />which does not have impacts related to energy. <br />OVERVIEW OF SIGNIFICANT IMPACTS IN THE GENERAL PLAN EIR <br />The EIR identified significant impacts including air quality, aircraft noise, traffic, sea level <br />rise, and water supply. However, Section 15183 limits analysis to impacts that were not <br />analyzed as significant effects in a prior EIR on the zoning action, general plan, or <br />community plan, with which the project is consistent. The following brief summary is <br />provided for informational purposes; no new information or analysis is found changing the <br />conclusions of the 2010 FEIR. <br />Air Quality was analyzed and the EIR found the anticipated population growth would result <br />in significant and unavoidable impacts related to air pollutant emissions. However, the <br />General Plan includes numerous measures, policies, and implementing actions to reduce <br />transportation -related air pollution added by new development, and for energy efficiency <br />or conservation. <br />Aircraft Noise was analyzed and found that residential uses in the downtown could be <br />exposed to significant noise from aircraft. This project is not a residential use. <br />Sea Level Rise was analyzed and found that new development in areas adjacent to the <br />waterfront may be subject to inundation, and there were no feasible measures to address <br />this impact. The City adopted a statement of overriding considerations. This site is not <br />adjacent to the waterfront. <br />Transportation was analyzed and the EIR found significant and unavoidable impacts. The <br />General Plan EIR analyzed the existing conditions near the subject site and found that <br />Veterans Boulevard from Whipple Avenue to Brewster Avenue had a LOS C during the AM <br />peak hours and LOS D during PM peak hours. The General Plan projected LOS at 2030 for <br />the same streets with a LOS D during AM peak hours and LOS D during PM peak hours. A <br />potential automobile sales and service use is not expected to increase traffic compared to <br />the existing gym and restaurant uses. In addition, the General Plan EIR identified policies <br />and programs to reduce the magnitude of the impacts. Future projects would be subject to <br />the City's Transportation Impact Fee. <br />Water Supply was analyzed and found the potential for significant and unavoidable impacts <br />based on development projections. The City adopted measures to secure new supplies to <br />augment the City's supply and conservation measures to reduce demand. The city recently <br />adopted the 2015 Urban Water Management Plan (UWMP). The UWMP tracks water <br />supply and usage and found that the City complied with the 2015 Interim Target for per <br />capita water. <br />Page 7 of 8 <br />im,: <br />
