6.A. - Page 20 of 23 <br />Redwood <br />CityI California <br />Founded1867 <br />REQUEST FOR PROPOSALS (RFP) <br />Professional Environmental Services <br />Mixed -Use Live/Work Zoning Amendment <br />Date of Issue: August 24, 2018 <br />Proposal Due Date: September 14, 2018 <br />The City of Redwood City is seeking proposals from professional environmental planning consultants to <br />prepare a Supplemental Environmental Impact Report (EIR) to the 2010 General Plan EIR in accordance <br />with the California Environmental Quality Act (CEQA) for a City -initiated Mixed -Use Live/Work Zoning <br />Code amendment. <br />BACKGROUND <br />The Mixed -Use Live/Work (MULW) and Mixed -Use Live/Work — Emergency Shelter Overlay (MULW-S) <br />zoning districts are primarily located nearby corridors, including EI Camino Real, Woodside, Arguello, <br />Winslow, Rolison and total approximately 37 acres (see map below). This zoning designation was <br />established in 2013 with the goal of facilitating a creative mix of residencies and low intensity <br />workplaces. While live/work units are conditionally allowed, standalone residential units are not <br />permitted. In addition, size restrictions are in place for retail, office, and commercial uses. <br />Despite a strong market and abundant development projects in Redwood City, the City has not <br />experienced the same level of activity in the MULW zoning areas. We have received feedback from <br />applicants proposing projects within the MULW zoning districts who could provide greater community <br />benefits if there were provisions in place to incentivize them. We have heard similar feedback from <br />residents involved in the development review process. Most owners in this area have expressed <br />frustration with the stringent requirements and limited land use options. <br />tV <br />
