<br />at the northwest end of Egret Lane) and Pump Station No. 20 (located on Shearwater Parkway between
<br />Canvasback Way and Mindanao Drive). These pump stations serve the Redwood Shores neighborhoods.
<br />The subject contract includes the following: furnishing labor, materials, tools, equipment and incidentals
<br />for the improvements of the two existing sanitary sewer pump stations. Specific project components
<br />include, but are not limited to: removal and replacement of existing mechanical and electrical structures;
<br />rehabilitation and repair of and existing wet well; furnishing, installation of a temporary by-pass system,
<br />submersible pumps, motor control center; complete standby generator; and connection of pump stations
<br />to existing force mains.
<br />Associated work includes saw -cutting, pavement removal and trenching, sheeting, shoring and bracing,
<br />dewatering, backfill, controlled density fill, base compaction, sidewalk restoration, landscape restoration,
<br />and asphalt and concrete pavement restoration work. The contract also covers mobilization,
<br />demobilization, traffic controls, notification, furnishing and installation of project signs, pollution
<br />elimination systems and other incidentals. The exact locations involved are shown on the drawings.
<br />ANALYSIS
<br />Five bids were received for the Sanitary Sewer Pump Station Improvements Project - P.S. No. 18 and P.S.
<br />No. 20 by the bid deadline on October 10, 2018. The bid amounts are summarized in the table below.

<br />ENGINEER'S ESTIMATE

<br />The low bid of $1,682,653 submitted by Casey Construction Inc. is 6.52% lower than the low end of the
<br />engineer's estimate of $1,800,000 for the cost of construction.
<br />Staff also reviewed several references provided by Casey Construction Inc. for similar completed projects.
<br />The references provided satisfactory feedback in regards to accountability and performance of the
<br />contractor. Based on the bids received and feedback from the references, staff believes that the low bid
<br />is reasonable and with economy scale in mind, recommends awarding the contract for both base bid (P.S.
<br />No. 20) and alternate bid (P.S. No. 18) to Casey Construction Inc.
<br />Construction is anticipated to begin in April 2019, and conclude in July 2019. Notification of the proposed
<br />work will be mailed to area residents, property owners, business owners, and schools. The contractor is
<br />required to distribute an additional notice 14 days in advance of the start of work in their immediate area.
