9.A. - Page 2 of 10 <br />ANALYSIS <br />The draft HRAC Work Plan (Attachment 1) includes Topics and Projects that have been divided into four <br />categories: 1) Required Functions, 2) Identification and Study of Historic Resources, 3) Tasks for <br />Designated Resources, and 4) Education and Outreach. <br />Reauired Functions <br />The HRAC's Work Plan includes Topics and Projects that are required functions identified in the Historic <br />Preservation Ordinance or are required as part of a development application. These Topics and Projects <br />would continue on an ongoing and as -needed basis. <br />One of the new additions to the HRAC's functions is to review historic evaluations for single-family <br />homes built prior to 1940. The City recently implemented a requirement where an historic evaluation is <br />required for a demolition or substantial remodel of structures built prior to 1940. The HRAC's role is to <br />review the evaluation and provide guidance on the adequacy of the report and issue a decision on <br />whether it concurs with the report's conclusion. <br />Identification and Study of Historic Resources <br />The Historic Resources Element of the General Plan includes the following Goal and Policies: <br />Goal BE -36: Identify, study, and document historic resources. <br />• Policy BE -36.1: Develop a detailed strategy for ongoing survey and identification of <br />historic resources. <br />• Policy BE -36.2: Develop citywide narrative context for historic resources. <br />• Policy BE -36.3: Continue to maintain the Historic Resources Inventory in a digital format <br />that can be easily updated and tracked. <br />The work plan topics and projects under this category are intended to help meet this goal. This category <br />is mainly long-term projects that would potentially require the most resources, including consultants <br />and funding. Additional survey work is an example of a project in this category. <br />Tasks for Designated Resources <br />These are mainly follow up items that haven't yet been completed for already designated resources. <br />Examples include sending letters to property owners of the expanded Main Street Historic District and <br />presenting designation plaques to property owners of historic landmarks. <br />Education and Outreach <br />During the Work Plan development process, the HRAC also expressed interest in expanding <br />opportunities to market historic preservation and to increase public awareness of historic preservation <br />activities in the City.
