Deliverable:
Consultant shall submit documentation of site reconnaissance and final flow
monitoring sites to the City.
Task 2. Project Kickoff Meeting:
Consultant shall prepare the Kickoff Meeting Agenda that includes, but not limited to,
the results of site reconnaissance and recommendations, the project objectives,
understanding and approach and review of past flow monitoring projects as applicable
and provided by the City.
Deliverable:
Consultant shall meet with City staff and submit Meeting Minutes for the Kickoff
Meeting.
Task 3. Installation / Calibration / Maintenance / Removal of Flow Monitors:
The flow meters will be area -velocity type capable of measuring flows and flow depths
under surcharge conditions. Pipe diameters will range from approximately 10 to 60
inches. Rain gauges will be tipping bucket type capable of recording to 0.01 inches.
Equipment alternatives may be made by the Consultant with review and approval by
the City.
The flow meters and the rain gauges shall be installed at the approved sites and
visited weekly as needed for sites that have no wireless communication during the
monitoring period. For sites with wireless communication, data shall be analyzed using
FlowView or other City approved upgraded web -based data platform (provided by the
Consultant) on a regular basis, at least twice a week.
If the meter is malfunctioning, the Consultant shall respond within 72 hours of first
notice, repair or replace the meter/sensors and get the site running at optimal
performance. In the event, that one or more flow meter fails to provide usable data
during a significant storm (> 0.5 inches of rainfall in 24 hours), the Consultant shall
extend the monitoring period for that failed site(s) for up to two (2) weeks at no
additional cost to the City. The Consultant shall give the City weekly service
notifications. The Consultant shall promptly notify the City of any malfunctions or loss
of data.
Field calibration data (independent measurements of flow depth and velocity) shall be
collected throughout the monitoring period for each meter to verify monitor accuracy
over a range of flow depths. Field calibration points shall be uploaded to FlowView or
other City approved upgraded web base platform.
Starting with future seasons (2019/2020 and afterwards), after installation of the flow
meters, the City can initiate the monitoring period of 60 days within four weeks after
the installation of all flow meters, increasing the likelihood of catching more storm
events. The City will give the Consultant five (5) working days of notice to initiate the
start of the monitoring period. Once the monitoring period has started, it shall continue
for the entire monitoring period.
The flow data will be collected at 5 -minute intervals and reported at 15 -minute
intervals. The meters will be interrogated daily and raw data uploaded to FlowView or
Page 10 or 12
REV: 11-08-18 PR
ATTY/AGR.2018.261/ADS Environmental Services
