The fines <br />collected from violators offset the cost of system operation and maintenance. Should <br />payments to the vendor exceed amounts collected in automated citations, the vendor <br />refunds money to the city to maintain system cost neutrality. Personnel costs <br />associated with system management are borne by the police department. It is <br />anticipated the Redwood City Police Department would need to hire an additional <br />employee(s) to work 40 hours per week to manage the day-to-day operation of a photo <br />red light system. Supervision of this employee would be the responsibility of the traffic <br />supervisor. The annual cost of hiring and supervising one full-time non-benefited <br />employee is approximately $100,000. This annual personnel cost would increase <br />significantly if a sworn, benefited employee were hired for this position. <br />The following two fiscal options are presented based upon the known cost of a four <br />camera system, the anticipated need to hire one full-time employee, and the known <br />revenue received by the City of Redwood City for each paid red light citation. <br />
