PRC wraps the fascia/rake trim with 12 gauges steel (or builds with steel tubing) <br />which eliminates this cost. <br />Staff recommends entering into an agreement with PRC to purchase a prefabricated ADA restroom <br />facility by piggybacking off of the City of Los Angeles' procurement process. Staff believe that the <br />findings under Section 2.80 may be made for the following reasons: <br />1. Staff has reviewed the City of Los Angeles' competitive bidding process, and confirmed that <br />their competitive bidding requirements are substantially equivalent to those required by the <br />City Charter or the Purchasing Ordinance of the City. <br />2. Staff reviewed the pricing for services obtained by the City of Los Angeles and found the prices <br />to be competitive and reasonable, ensuring value is obtained for the City. <br />FISCAL IMPACT <br />When acquiring equipment, the City follows certain purchasing provisions provided in Article VII of <br />Chapter 2 of the Redwood City Municipal Code (Purchasing Ordinance). The Purchasing Ordinance <br />provides for competitive bidding so that the City may get the best possible benefit. However, as <br />described above, the Purchasing Ordinance recognizes that in certain situations, alternative procedures <br />such as a cooperative purchasing program may be warranted. <br />The prefabricated restroom facility is designated for a playground that is open to children of all abilities <br />and is largely funded by donations. The City has worked very closely with the Magical Bridge <br />Foundation, and they have secured nearly $3 million in corporate, foundation and individual donations. <br />Currently, $5,553,436.00 is available for construction to Bothman Construction, which was awarded a <br />contract by the City Council on September 18, 2018. Removing the prefabricated ADA restroom facility <br />from the base bid and supplying the facility directly from PRC will save the City $50,000.00. <br />Staff's recommendation includes approving the appropriation of $226,357.00 from the Park Impact Fees <br />Fund to acquire this specialized prefabricated ADA restroom facility. There is currently $3.17M that is <br />unappropriated in the Park Impact Fees Fund. <br />ENVIRONMENTAL REVIEW <br />This project is exempt from the requirements of the California Environmental Quality Act (CEQA) under <br />CEQA Guidelines Sections 15302 (Replacement or Reconstruction) and 15303 (New Construction or <br />Conversion of Small Structures) because the installation of this small prefabricated restroom facility is <br />replacing an existing restroom structure and facility at the same location. <br />The entire Red Morton Magical Bridge Playground project is categorically exempt from the requirements <br />of CEQA per Sections 15302, 15304, and 15311 because it consists of the replacement and <br />reconstruction of existing facilities along with minor alterations to the park land and the construction of <br />new accessory park structures. <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />87 <br />
