The Focused EIR will include a project description, an environmental and regulatory
setting, an evaluation of project- and cumulative -level environmental impacts in
relation to the focused environmental topics, alternatives descriptions, an evaluation of
potential alternatives, and other CEQA topics such as significant and unavoidable
impacts and growth inducing effects.
While it is premature to specify the resource topics that will warrant consideration in the
EIR, the community surveys taken by the project applicant and the issues identified in
the EI Camino Real Corridor Plan, the General Plan, and the Downtown Precise Plan
and associated CEQA documents will be reviewed for issues and precedents
applicable to the proposed project.
Alternatives currently expected to be examined include a No Project Alternative, which
could consider a No Build development scenario, and up to three "build" alternatives
that seek to reduce the significance of impacts identified for the proposed project. The
alternatives may include changes to the layout intensity of the proposed project,
depending on the nature of the impacts.
The following topics will be carried forward for detailed analysis in the focused EIR:
Transportation and Traffic and Aesthetics. AECOM recognizes the ability to streamline
the review of parking and visual impacts per SB 743 provisions, but due to the scale
and character of the project and anticipated community interest recommend evaluation
of aesthetic impacts in the focused EIR. If additional topics require evaluation in the
EIR, a change to the scope of work may be warranted.
ATTY/AGR/2018.270/AECOM PSA
REV: 12-07-18 PR
