To accurately account for the impacts associated with the revised project, the supporting technical
studies currently in -progress will be updated, as detailed under Task 7 and Task 9 below.
This task also includes delivery of a draft and final NOP that will describe the revised project
characteristics and the context for the project revisions. Publication of the NOP will serve to
update the public and public agencies regarding the current project status.
Task 5: Final EIR
Due to the increase in the scale of the project, additional scrutiny of the Draft EIR analysis is
anticipated. AECOM will augment this task to address any additional Draft EIR comments that
are received as a result of the proposed increase in development intensity. The task would
specifically amend the current scope of work that provides for written responses to up to 35
discrete Draft EIR comments by increasing that number to up to 55 comments.
Task 6: Project Management and Meetings
Additional resources would be applied to the direction and management of staff engaged in the
analysis of the revised project. Due to the necessity of extending the schedule to address the
project revisions, this task also includes additional meetings and communications with Redwood
City staff and the project applicant to ensure an accurate project understanding, provide regular
status updates, identify necessary action items, and convey project details to technical staff
engaged on the project analysis.
Task 7: Transportation Studies
Transportation and Circulation: Consultant will update the ongoing Transportation
Impact Study (TIA) and the analysis of vehicle mile traveled (VMT) to reflect the revised project
characteristics. This augmented task also includes the addition of four study area intersections,
as requested by Redwood City staff in response to comments received on the Notice of
Preparation. A detailed scope of work and budget breakdown is provided in Attachment 1.
Task 9: Technical Studies
The technical analysis and reports described below are currently in -progress, but will be updated
to reflect the revised project in accordance with the current scope of work. These updated reports
will be prepared in accordance with the approach and methodologies described in the previously
approved scope of work.
Air Quality Report (health risk assessment and criteria pollutants): the preliminary
health risk assessment (HRA), and the analysis of criteria air pollutants, toxic air
contaminant (TAC) and greenhouse gas (GHG) emission impacts currently underway will
be revised to reflect the revised project characteristics. Due to the increased intensity of
construction activity that would occur under the revised project, and the associated
increase in air quality/health risks impacts, this scope of work includes two additional
iterations of the air quality modeling to refine the construction activity assumptions and
inputs and refine the mitigation scenarios.
• Shadow Study: the shadow diagrams will be updated to reflect the increased building
massing under the revised project to show the resulting shadow patterns that would result
on adjacent properties. This task includes an updated report providing text analysis of the
anticipated effects on adjacent land uses.
Optional Tasks
REV: 01-23-20 PR
ATN/AGR.Amend.
