<br />elevation of 6.9 feet on the east end to 5.8 feet on the west end under US 101. A drainage system
<br />would capture and detain stormwater as needed prior to discharge to Redwood Creek. Wall
<br />mounted lights on the ground anchor wall within the Caltrans right of way, along with access gates
<br />and emergency call boxes just outside of the Caltrans right of way will be included for safety.
<br />Existing utilities in the area require relocation by PG&E and AT&T before the Undercrossing Project can
<br />proceed. At the end of 2017, both utility companies received encroachment permits from Caltrans for
<br />their initial phase of utility relocation. In of February 2018, utility relocation had begun and utility company
<br />contractors completed their initial phase of work in 2018. AT&T's initial phase is its only required phase
<br />of utility relocation. Concurrent with the Undercrossing Project construction the City will perform an
<br />interim phase of utility relocation in coordination with PG&E, and upon completion of the Undercrossing
<br />Project PG&E will conclude with its final phase of utility relocation.
<br />Due to the unique location of the project adjacent to Redwood Creek and under US Highway 101,
<br />necessary construction permit approvals were obtained from multiple agencies such as: Regional Water
<br />Quality Control Board, California Department of Fish and Wildlife, U.S. Army Corps of Engineers, and the
<br />California Department of Transportation (Caltrans).
<br />ANALYSIS
<br />The work for this project consists generally of furnishing and installing a 14 -foot wide joint -use path
<br />constructed under the US 101 freeway bridge between the northern bridge abutment and Redwood
<br />Creek. Initial work includes preparing and implementing a stormwater pollution prevention plan, clearing
<br />and grubbing, installing a temporary cofferdam, a sub -horizontal ground anchor wall on the abutment
<br />side and a retaining wall on the creek side. Specific pathway work includes installation of a concrete joint
<br />use path, pipe piles, railings, wall lights, conduits, access gates, emergency call boxes, cathodic protection,
<br />and pavement striping and markings. Project work would conclude with existing sidewalk removal and
<br />replacement, installation of path lights including pull boxes, conduits, conductors, concrete foundations,
<br />trench and backfill, pavement repair, signage, site furniture, landscaping, irrigation, planting, landscape
<br />maintenance, and daily site clean-up.
<br />The Undercrossing Project design, plans, and specifications were developed by Wreco Inc.
<br />The nine bids received at the bid opening on January 30, 2019 are summarized in the table below.
