City staff will be invited to participate in any field visits that are conducted. <br />Subtask 8.2 - Run Model to Confirm Projects <br />The Consultant will confirm the alternatives by adding the proposed facilities to the <br />model to verify that the resulting system meets the system performance criteria. <br />Deliverables: <br />• Maps showing proposed relief projects. <br />TASK 9 - DEVELOP SEWER SYSTEM CAPITAL IMPROVEMENT PROGRAM <br />Subtask 9.1 - Develop Cost Criteria <br />The Consultant will develop criteria for estimating probable construction and capital <br />costs based on information that the Consultant has compiled on sewer construction <br />costs from projects throughout the Bay Area, as well as input from the City on costs of <br />local construction projections. Unit construction costs will be developed to the detail <br />normally used in master planning. Cost allowances (percentages of estimated <br />construction cost) for construction contingencies and for design engineering, <br />construction administration and inspection, and legal costs will also be included. <br />Subtask 9.2 - Prepare Cost Estimates <br />Based on the capacity relief projects developed in Task 8, the Consultant will prepare <br />planning level cost estimates for the recommended projects. The estimates will be <br />based on the most viable construction method for each project based on site conditions <br />as known at the planning stage. <br />Subtask 9.3 - Develop Project Rankings <br />In conjunction with City staff, the Consultant will provide rankings of the recommended <br />improvements projects including sewer and pump station capacity improvements <br />upgrades. Ranking criteria will include the severity of existing capacity deficiencies (as <br />indicated by the extent of surcharge or potential overflows predicted by the model), the <br />relative impact of the predicted surcharge or potential overflows, the timing of proposed <br />development or redevelopment, and coordination with other projects identified by the <br />City, such as other utility construction, pavement overlays, or other street <br />improvements. <br />Subtask 9.4 - Develop Capital Improvement Program (CIP) <br />After working with City staff to develop project ranking, the Consultant will develop an <br />overall, separate and phased capital improvement program (CIP) for the recommended <br />sewer improvements including capacity improvements, sewer rehabilitation to reduce 1/1, <br />pump station upgrades, and future flow monitoring programs. <br />Subtask 9.5 - Meeting with Selected City Staff <br />The Consultant will present and discuss information from Tasks 8 and 9. <br />REV: 01-28-19 PR <br />Page 18 of 21 <br />ATTY/AGR.2019.012/Woodard & Curran <br />
