REV: 10-06-2022 JB
have already been incorporated into the model network used to support the supplemental EIRs for
the City’s Downtown Precise Plan (DTPP) amendments. These network changes will be merged
into the Master Plan model network.
The Consultant will run the updated model to confirm the need for the sewer capacity
improvements recommended in the draft Master Plan report or make updates/adjustments to the
proposed projects as needed. No changes in the “trigger criteria” used to define capacity
deficiencies in the draft Master Plan will be made.
The Consultant will provide a set of working model files including run results in a transportable file
format for the City to load to its InfoWorks ICM Viewer program. Model d/D results will also be
exported to GIS layers and MS Excel tables for City’s use.
Deliverables:
• Hydraulic model files used for the Master Plan in ICM transportable format, including model
input and output objects such as network, inflow, rainfall, runs and diurnal profiles.
• Model results files in GIS and tabular (MS Excel) format.
[New] TASK 10a - PREPARE MASTER PLAN REPORT
The Consultant will include map figures in the Master Plan report showing model results in terms
of ranges of d/D for non-surcharged pipes, as well as pipes that are surcharged due to backwater
or throttle conditions.
The Consultant will incorporate City's comments on the final draft report previously submitted in
October 2021 into a draft Final Sanitary Sewer Master Plan Report. City’s comments on the draft
Final Report will be incorporated into the Final Sanitary Sewer Master Plan Report. The
appendices to the report will include the TMs prepared during the course of the study; however,
limited updates to the TMs and other appendices may be requested by the City. A budget of 40
hours is allocated for TM and appendix updates. Five (5) hard copies of the Final Report will be
submitted. The Consultant will also provide electronic files of report text, tables, and figures.
Deliverables:
• Draft Final Sanitary Sewer Master Plan Report (electronic files)
• Final Sanitary Sewer Master Plan Report (5 hard copies)
• Electronic copy of Final Report.
[New] TASK 10b - DIVERSITY, EQUITY, AND INCLUSION ANALYSIS
Under this task, the Consultant will prepare a Diversity, Equity, and Inclusion (DEI) Analysis for the
Sanitary Sewer Master Plan. The DEI Analysis will be responsive to the Redwood City Equity Plan,
using the City’s Equity Lens questions listed on page 5 of that document to examine the effects of
the Sanitary Sewer Master Plan on the City’s disadvantaged communities and discuss
opportunities to maximize benefits and minimize disruptions to communities affected by planned
projects.
Kickoff Meeting
The Consultant will attend a kickoff meeting for the DEI Analysis task with the City’s master
planning team and DEI staff. At the meeting, the Consultant will present the proposed
methodology to be used for the DEI analysis and solicit comments from the City DEI staff. The
Consultant will prepare meeting agenda and minutes.
ATTY/AGR.2022-Amend No. 1/Woodard & Curran (Page 4 of 9)
