REV: 10-06-2022 JB Project Site Mapping Overlay The Consultant will overlay CalEnviroScreen 4.0 layers over mapped Sanitary Sewer Master Plan project sites to understand which communities will be affected by potential projects and the level of environmental burden already placed on those communities. CalEnviroScreen 4.0 determines a composite score of environmental burden using a mix of socioeconomic factors, including linguistic isolation, poverty, and education, and environmental factors, including exposure to pollutants and prevalence of sensitive populations. Draft Diversity, Equity, and Inclusion Analysis Using the overlaid project maps and CalEnviroScreen data, the Consultant will prepare a draft DEI Analysis for the Sanitary Sewer Master Plan. The Consultant will discuss the potential effects projects may levy on communities and suggest potential phasing or prioritization of projects that will maximize benefit to affected communities while minimizing detrimental impacts. Final Diversity, Equity, and Inclusion Analysis The Consultant will incorporate the City’s comments on the draft DEI Analysis and prepare a final draft for inclusion as an attachment to the City’s Sanitary Sewer Master Plan. Deliverables • DEI Analysis kickoff meeting agenda and minutes • Project map overlay files • Draft DEI Analysis • Final DEI Analysis [New] TASK 10c – RECOMMEND CEQA DOCUMENTATION The Consultant will prepare a written summary on recommended documentation that would be required for compliance with the California Environmental Quality Act (CEQA) for Master Plan approval. The document will also include a description of other agencies’ experience with Master Plan approval, such as a selected list of completed master plans and the related CEQA findings. This task also includes teleconferences and responses to City questions about the Consultant’s recommendations. Deliverables: • Written summary of recommended CEQA documentation. • As-needed follow up teleconferences or email responses up to the level of effort allowed by the budget for this subtask. [New] TASK 10d – PRELIMINARY ANALYSIS PROCEDURE FOR CALCULATING DEVELOPMENT PROJECT SHARE OF SEWER CAPACITY IMPROVEMENTS The Consultant will prepare a brief memorandum describing a process for calculating development project share of sewer capacity improvements. Alternatives will be identified using the Consultant’s experience and engineering judgement. The selected approach may be based on average base wastewater flow (ABWF) contribution, including a table of all future developments included in the Master Plan and their associated ABWF, and development and modeling of a scenario to determine the ABWF for each capacity improvement project included in the Master Plan capacity improvement plan. The memorandum will include a description of the procedure for updating this information in the future based on new developments and/or updated capacity improvement projects.
