(Fugro) is pleased to submit this proposal to the Mental Health <br />Association of San Mateo County (MHASMC) to provide environmental consultation in <br />conjunction with their pending acquisition of the reference parcels. The property comprises the <br />existing residence at 112 Cedar Street and the adjacent vacant parcel located at 104 Cedar <br />Street. <br /> <br />SCOPE OF SERVICES <br /> <br />Based upon our review of a JCP report for the parcels and given our understanding of <br />conditions likely to be present at the site. Fugro recommends conducting a combined Phase I <br />Environmental Assessment (ESA) and limited Phase II investigation to assess historic site use <br />and potential impacts to soil and groundwater, which may impact future redevelopment of the <br />parcels. In addition, since the existing structure will eventually be demolished we have provided <br />a scope for conducting a building material survey to assess the presence and extent of lead- <br />based paint and/or asbestos-containing material (ACM). Results ot these activities will be <br />summarized in a combined written report. OUf scope of services does not include obtaining a <br />title search for the property. Details of these tasks are summarized below. <br /> <br />Task 1 - Phase 1 ESA <br /> <br />Fugro will conduct a Phase I ESA of the site in general conformance with American <br />Society of Testing and Materials Designation: E 1527-05, a current standard for performing <br />ESAs. The assessment will include the following tasks: <br /> <br />. <br /> <br />Site History and Regulatory Review and <br />Site Reconnaissance. <br /> <br />. <br /> <br />A member of the Fugro group of companies with offices throughout the world. <br />
