The research will
include, but not necessarily be limited to:

.

Reviewing historical aerial photographs and maps;

Reviewing local, state, and federal regulatory agency databases of sites with
environmental concerns in the area;

Interviewing current and/or previous owners, neighbors, employees, or other perti-
nent individuals, as available; and

Contacting other pertinent offices, departments, and information sources which
become apparent from the research.

.

.

.

Based upon the regulatory agency databases reviewed, and the proximity and location
of listed properties relative to the site, Fugro will assess the potential for documented hazardous
materials releases at nearby properties to impact the site. If necessary and/or appropriate, we
will perform a limited review of regulatory agency case files to obtain additional information.

Site Reconnaissance

Fugro will conduct a reconnaissance of the site to visually check for.
. Underground tanks, wells, or other site conditions that may represent environmental
risks;

.

Storage and use of hazardous materials;
Indications of surface contamination.

.

We will coordinate site access through the realtor for the purposes of our reconnais-
sance. We will also conduct a windshield survey of surrounding properties to identify businesses
and observe land uses adjacent to the site area and check for indications of potential
environmental problems on nearby properties. Our observations of surrounding properties will
be made from city streets.

Task 2 - Building Materials Survey

Fugro will retain SCA Environmental to conduct a demolition-level survey of potential
asbestos-containing material (ACM) and lead-based paint (LBP) in the onsite structures. We
understand that the owner has agreed to allow this work to be conducted on March 23, 2006.

The survey will be conducted by AHERA-trained personnel with appropriate certifications
from the California Department of Health Services and Department of Occupational Safety and
Health to conduct asbestos surveys and inspect/assess lead in buildings. The survey will be
limited to accessible areas, and will not include sampling behind walls, concealed areas, or
roofing material.

For budgeting purposes, we have assumed that:

(;IPROPOS£C WORIC.200610006ô\112 CEDAR PROPOSAl DOC

2
