6.A. - Page 2 of 14 <br />ANALYSIS <br />The City will need to contract with an executive recruiting firm for as -needed recruitment services over <br />the next few years. An outside firm is commonly used to fill executive -level vacancies, and, on occasion, <br />is used to recruit candidates for difficult -to -fill mid -management level positions as well. <br />In January 2019, Human Resources staff initiated a request for qualifications (RFQ) for executive <br />recruitment services from five qualified firms that have a proven record of accomplishment with <br />recruitments, and a demonstrated ability to conduct and provide the desired recruitment services. Four <br />firms responded to the RFP with the following quotes for service. <br />Staff recommends selection of Teri Black & Company to provide recruitment services to the City. The firm <br />submitted the lowest quote to conduct a comprehensive recruitment, and has a reputation for providing <br />exemplary service to all of its clients. It has successfully recruited impressive local government <br />professionals to service throughout the Western United States, and provided excellent recruitment <br />services to the City, most recently for the Chief of Police in 2018. The firm will provide comprehensive <br />recruitment services, which includes the following: developing ideal candidate profiles; generating <br />advertising and social media campaigns designed to attract top talent; conducting extensive outreach to <br />identify top candidates; screening qualified candidates for in-person interviews; and performing <br />background and reference checks on the most qualified candidates. The proposed agreement also allows <br />the City to contract for targeted support when comprehensive executive recruitment services are not <br />required. <br />Approving a multi-year contract will reduce the number of times staff need to seek proposals for a <br />recurring activity, and will allow staff to begin an executive recruitment immediately upon notification of <br />a vacancy of an executive -level or hard -to -recruit mid-level management employee. A multi-year contract <br />reduces the total staff time required to support the recruitment process, increasing efficiency and <br />allowing staff to focus on higher -priority activities. <br />FISCAL IMPACT <br />This contract authorizes Teri Black & Company to perform comprehensive executive recruitment services <br />for a professional services fee of $19,000 per recruitment for the first two years of the contract and <br />$19,570 per recruitment for the third year of the contract, with potential administrative expenses in an <br />amount not to exceed $8,500 per recruitment, for a total possible comprehensive recruitment cost of <br />$27,500 for the first two years and $28,070 for the third year of the contract.
