1 - I can understand the need for it to be done independently, but: the council members <br />seem trustable enough for me to approve of thein doing it themseives. I might even trust the <br />council to be unbiased more than an independent commission. Everyone has an interest <br />when it comes to drawing districts, and council was elected by a vote of the people. If it were <br />something that is very partisan like congressional or state elections, I would want an <br />independent council. But for this I completely trust the council. The maps right now look <br />fine; I don't think the census will change the layout of neighborhoods and districts that <br />much. <br />1. When we start electing non -citizens to city council then we should have a citizen <br />commission, but I find most private citizens are less public minded and more conflicted than <br />the people that volunteer their time to manage the city on their behalf <br />1 tbh having only one person would be bad, commissioning a statistics company would be <br />better but this question about gerrymandering is still hard <br />Neutral/don't know: <br />+a 3 Maybe this can be a joint city council + citizen commission effort. City council can come <br />up with some proposals/reports and detail what they see as key considerations re: <br />"complexity of the city", but the citizen commission would be ultimately responsible. <br />+2 3. No matter who draws the map, some people wiii be disgruntled. It's the nature of the <br />Beast. <br />+2 3, why not do neither? This isn't a binary option. There are impartial mathematical <br />methods of redistricting, such as BDistricting, which would eliminate all bias in the process. <br />R 3 not sure that in parsing that poorly worded question I know how to answer. The issue is <br />that the current makeup of the board will not be a match after the redrawing, no matter <br />what it looks like. Perhaps the council with citizen input could mock up a handful of district <br />maps, put them out for comment to the public and then vote. <br />+7 3. 1 think the map should be created by a group made up of both citizens and Council <br />members. <br />
