KORTECH <br /> Redwood City <br /> -_ I I I ~ CA 94062-3921 <br />INFORMATION TECHNOLOGY CONSULTING I <br /> 650.367,8821 <br /> <br />September 18, 2002 <br /> <br />Manny Rosas <br />City of Redwood City <br />1400 Broadway <br />Redwood City, CA 94063-2505 <br /> <br />Manny, <br /> <br />We are pleased to offer the professional consulting services of Bill Korbholz to the <br />City of Redwood City to implement version 2 of the Water Allocation Program <br />(WAP2). <br /> <br />Background <br /> <br />From June through August, 2002, you contracted KorTech to analyze and assess the <br />architecture and design of the current Water Allocation Program (WAP), and to <br />provide recommendations based on that assessment. <br /> <br />The results of that work were given to you in the form of a presentation, delivered on <br />July 18, and a 30-page report, delivered on August 27. <br /> <br />In a nutshell, our recommendation was to re-architect the current WAP system as a <br />homogeneous web-based implementation employing a single technology set, a <br />single user interface style, a single physical database, and a coherent architecture. <br />We refer to these modifications as WAP version 2, or WAP2. <br /> <br />This proposal addresses the implementation of WAP2. <br /> <br />Scope of Work <br /> <br />WAP2 is a re-implementation of an existing system. The goal of WAP2 is to <br />transform the Water Allocation Program into a stable, well-documented, well- <br />architected, and maintainable production system that is easy and efficient to use by <br />water customers and Water Services administrative staff. <br /> <br />WAP2 will incorporate the following enhancements: <br /> <br /> 1. Re-designed and improved administrator's interface that reflects operational <br /> processes. <br /> <br /> 2, Upgrade from Microsoft Access to Microsoft SQL Server for greater <br /> robustness and performance, and for conformance with technology <br /> <br /> <br />
