The total base bid of $86,207.50 from Golden Bay <br />Construction, Inc. is 8% higher than the engineer's estimate of $60,000-$80,000. Based on bids received, <br />staff believes that the low bid is reasonable and recommends awarding the contract to Golden Bay <br />Construction, Inc. <br />In addition to the base bid work, staff recommends including two additional alternate work items that <br />were included within the request for bids. The first additional work item includes of the installation of a <br />pedestrian push-button activated rectangular rapid flashing beacon at the Hopkins/Lowell intersection, <br />at the bid price of $5,334. The second additional work item includes changing the "Hopkins -Alameda <br />connector" to be one-way, allowing only westbound Hopkins traffic to flow to northbound Alameda de <br />las Pulgas. This part of the project also includes alterations to the existing triangular median at the <br />Hopkins/Alameda intersection, which would allow for a dedicated left turn lane from southbound <br />Alameda to eastbound Hopkins. The bid price for this work was $70,027. The total bid amount for the <br />base bid plus two additional alternate work items is $161,568.50. <br />In conjunction with the work done under this contract, City crews will be installing rubber curbing or other, <br />similar materials to pilot the median islands and curb extensions ("bulb -outs"). Adjustments to the <br />medians and a second rapid flashing beacon system resulting from the February 2019 community meeting <br />will be accounted for within the City's scope of work. <br />The pilot is anticipated to be installed beginning in June of 2019. Residents and other interested parties <br />will be notified of the construction at least two weeks ahead of the work through the following methods: <br />placement of mobile signs in the neighborhood; updates to the project website; NextDoor <br />communications; direct email notification to those on the interested parties list; and a physical letter <br />distributed to the surrounding area. Data collection and community input will be gathered in the fall after <br />the pilot has been installed for at least two months and during a time when the local schools are in session. <br />Data will be collected through the use of both paper and online survey tools. Staff will bring the data <br />analysis and community feedback to the Complete Streets Advisory Committee (CSAC) after the <br />conclusion of the pilot, along with any recommended changes due to community feedback. CSAC will then <br />provide direction on whether or not to pursue design of the permanent installation of the proposed <br />measures.
