Proposal For City of Redwood City Emergency Management Training and Consultation
~ Classroom reserved for the entire course to avoid breaking down and setting up daily.
~ A screen or blank wall suitable for viewing presentations by the entire class.
~ A "white board" , black board or flip chart with markers / chalk if possible
Documentation Coordination and Control
For SEMS certification, the City should follow their current procedures for documenting training
and issuing certificates. It is recommended that a SEMS training record-keeping system include:
~ An individual training record for each person, kept either in their personnel file or in a
separate training record file. The name of the course, instructor, location, and date should
be included in the training record.
~ Maintenance of the individual training record for as long as the person is employed in a
position that involves an emergency response role. Records of personnel involved in an
actual emergency should be kept at least until any training compliance issues have been
resolved.
~ Documentation of the agency's SEMS training program including copies of the training
materials used, such as; instructor syllabus, lesson plans, participant manuals, exercises,
and tests. Copies of these documents will be provided by Aanko Technologies Inc.
For NIMS certification, trainees will be required to take a test during the course on a FEMA
OpScan form. Aanko Technologies will collect these forms at the end of each course and submit
them to the FEMA Emergency Management Institute (EMI). Test results will be returned to the
City by EMI in six to nine months. Applicable City recordkeeping of the certification and
training should be kept similar to the SEMS certification above.
This will ensure SEMS/NIMS compliance documentation.
Task 2 Approach
Task 2 would consult with the City as follows:
~ Attend Exercise and drill planning meetings at the direction of the Emergency Operations
Manager
~ Assist in integrating Exercise Objectives into overall City Emergency Operations Plan
~ Assist in development of the City Master Scenario Exercise List (MSEL) injects
~ Assist in Evaluation of the Golden Guardian Exercise,
~ Provide input to an Exercise After Action Review Report,
~ Provide input to an Emergency Operations Improvement Plan.
All of these functions will be carried out using California State Homeland Security Exercise and
Evaluation Program (HSEEP) guidelines (Note: Aanko personnel are California state certified
HSEEP Exercise Controllers and Exercise Evaluators).
Aanko Technologies Inc. www.aanko.com 6
-
