2. Delinquent Utility Service Charges. The following delinquent utility <br /> Service charges are hereby established: <br /> <br /> a. Return Check. Fifteen Dollars ($15.00) shall be charged for each <br /> <br /> returned check. <br /> <br /> b. Service Termination. Three Dollars ($3.00) or five percent (5%) of <br /> the unpaid balance due, whichever is greater, shall be imposed <br /> upon the issuance of a notice utility service for failure to pay a utility <br /> service charge or charges. The foregoing charge may be waived <br /> by the Director if the facts relating to a particular situation <br /> demonstrate a justifiable reason for the failure to make timely <br /> payment. <br /> <br /> c. Service Reconnection.
